SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF BERITT ODOM
TO THE POSITION OF DIRECTOR OF PLANNING & COMMUNITY
SERVICE AND LAND USE ADMINISTRATOR
SUMMARY:
The Mayor has appointed Beritt Odom to the position of Director of Planning &
Community Service and Land Use Administrator and requests confirmation of said
appointment by the City council. Such appointment is based on Ms. Odom's education,
training, experience and fitness for position.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
degree in political science/business administration. She brings over 19 years of
professional planning and administrative experience, providing excellent administrative,
project management, and coordination skills. She has held key roles with the City of
Preservation Commission. Ms. Odom is extremely well-versed in land use codes and is
responsible for the review and management of land use applications, including
subdivisions, zoning map amendments, and annexations. She also initiates and
oversees revisions to Title 17 of the Pueblo Municipal Code, including mandated codes
from state legislation. Following a formal panel interview process, I believe Ms. Odom
will bring her experience and professionalism to lead our Department of Housing &
Citizen Service and Land Use Administrator and provide quality direction to our elected
officials.
FINANCIAL IMPLICATIONS:
The salary and benefits of the Director of Planning & Community Service and Land Use
Administrator have been budgeted and appropriated within the 2025 budget.

STAKEHOLDER PROCESS:
Not applicable to this Resolution.
ALTERNATIVES:
Failure to confirm the appointment of the Director of Planning & Community Service and
Land Use Administrator will result in that position remaining vacant.

A RESOLUTION CONFIRMING THE APPOINTMENT OF BERITT
ODOM TO THE POSITION OF DIRECTOR OF PLANNING &
COMMUNITY SERVICE AND LAND USE ADMINISTRATOR
WHEREAS, Mayor Heather Graham has requested confirmation by the City Council of the
appointment of Beritt Odom to the position of Director of Planning & Community Service and Land
Use Administrator
WHEREAS, Beritt Odom meets or exceeds the qualifications for the appointment as
Director of Planning & Community Service and Land Use Administrator
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The appointment by the Mayor of Beritt Odom as Director of Planning & Community
Service and Land Use Administrator shall be and is hereby confirmed by the City Council.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Resolution and the attached agreements which are necessary or appropriate
to implement the appointment described herein.
SECTION 3.
This Resolution shall become effective immediately upon passage and approval.
