SUBJECT: A RESOLUTION REQUESTING THE PUEBLO URBAN RENEWAL
AUTHORITY TO TRANSFER $216,000 TO THE CITY OF PUEBLO TO
FUND A BLIGHT REMOVAL PROJECT IN THE LAKE MINNEQUA
URBAN RENEWAL PROJECT AREA
SUMMARY:
This Resolution requesting the Pueblo Urban Renewal Authority (PURA) to transfer
funds in the amount of $216,000 for the purpose of funding a blight removal project on
property located within the Lake Minnequa Urban Renewal Project Area.
PREVIOUS COUNCIL ACTION:
Ordinance No. 7630 was passed by City Council on August 13, 2007, approving the Lake
Minnequa Urban Renewal Project Plan which authorizes PURA to undertake certain
projects within the plan area and to provide funding for those projects.
BACKGROUND:
The owner of the former Pueblo Greyhound Park property located near Pueblo
Boulevard and Lake Avenue has requested a redevelopment incentive from the Pueblo
Urban Renewal Authority to assist with demolition of blighted structures located on the
property. PURA was unable to fully grant the request, but has a portion of the total
required funding available to fund the work. In order to facilitate the project, the City can
utilize these funds to assist the developer in removal of the blighted structures.
FINANCIAL IMPLICATIONS:
There are no direct financial implications to the City as a result of approval of this
Resolution. City Council has already approved the use of tax increment funds within this
district for improvement projects authorized under the Lake Minnequa Urban Renewal
Project Plan.

ALTERNATIVES:
Failure to approve this Resolution will signal Council's intent that it does not support the
proposed use of available funds.

A RESOLUTION REQUESTING THE PUEBLO URBAN
RENEWAL AUTHORITY TO TRANSFER $216,000 TO THE CITY
OF PUEBLO TO FUND A BLIGHT REMOVAL PROJECT IN THE
LAKE MINNEQUA URBAN RENEWAL PROJECT AREA
WHEREAS, the owner of the property legally described as the east 267 feet of Lots 2, 3,
and 4, and all of Lots 5, 6, and 7 of Block 2, Lake Gardens, Second Filing, except that portion
conveyed to the Department of Highways, County of Pueblo, State of Colorado (the "Property")
has requested incentives to remove blighted structures from the property as part of a concept
redevelopment plan for the property; and
WHEREAS, City Council previously approved the Lake Minnequa Urban Renewal Project
Plan (the "Plan") which authorizes the Pueblo Urban Renewal Authority ("PURA") to utilize tax
increment funding to undertake certain blight removal projects within the Plan area, including
removal of blighted structures in accordance with Colorado Urban Renewal Law. NOW
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Pueblo Urban Renewal Authority ("PURA") is hereby requested to transfer funds in the
amount of $216,000 to the City for the purpose of offsetting the anticipated cost of removal of
blighted structures from the Property.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 3.
This Resolution shall become effective upon passage and approval.
