HomeMy WebLinkAbout10994 City Clerk's Office Item # R3 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: July 28, 2025 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Melissa Cook, Director Department of Housing & Citizen Services SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A GRANT FROM THE COLORADO DEPARTMENT OF LOCAL AFFAIRS IN THE AMOUNT OF $100,000.00 TO PROVIDE HOMEOWNER REHABILITATION; AUTHORIZING THE MAYOR TO SIGN THE GRANT AGREEMENT, ESTABLISHING PROJECT HS2505, AND BUDGETING AND APPROPRIATING $100,000.00 TO PROJECT NO. HS2505 SUMMARY: Attached is an Ordinance approving and accepting a grant in the amount of $100,000.00 from the Colorado Department of Local Affairs to provide minor repairs to low/moderate-income homeowners. This Ordinance establishes, budgets and appropriates the grant funds to Project No.HS2505 and authorizes the Mayor to sign the Grant Agreement. PREVIOUS COUNCIL ACTION: Each year, funding is allocated through the Community Development Block Grant to assist low/moderate-income homeowners with minor repairs and rental rehabilitation. BACKGROUND: The City of Pueblo faces significant blight and deteriorating housing conditions, with an average home age exceeding 56 years, twenty years older than the Colorado statewide average of 36 years. This gap highlights an urgent need to preserve and rehabilitate our existing housing stock. Pueblo already operates several long-standing homeowner repair programs, supported by both local and federal dollars, and this grant will enable us to harness Proposition 123 resources to expand those efforts. By injecting new funding into proven repair initiatives, we can accelerate critical rehabilitation, reduce blight, and protect the health and safety of our most vulnerable homeowners. FINANCIAL IMPLICATIONS: There are no matching funds required for this grant. Accepting this grant will bring additional funding to the City to repair the aging housing stock. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: Not applicable to this Ordinance. ALTERNATIVES: If the proposed Ordinance is not approved, the grant will not be accepted. RECOMMENDATION: Approval of the Ordinance. HS2505 BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. Grant of Pueblo, a Municipal Corporation, and the Colorado Department of Local Affairs, to assist with the rehabilitation of low to moderate income homeowners primary residence, a copy of which is attached hereto, having been approved as to form by the City Attorney, is hereby approved SECTION 2. The Mayor is hereby authorized to execute said Agreement on behalf of the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk is authorized to affix the seal of the City thereto and attest the same SECTION 3. Project No. HS2505 is hereby established. SECTION 4. Funds in the amount of $100,000.00 shall be accepted pursuant to the Agreement and budgeted and appropriated to Project No. HS2505. SECTION 5. The officers and staff of the City are hereby authorized to perform any and all acts consistent with this Ordinance and the attached Agreement to effectuate the transactions described therein. SECTION 6. This Ordinance shall become effective on the date of final action by the Mayor and City Council.
