SUBJECT: A RESOLUTION APPROVING REVOCABLE RIGHT OF ENTRY
PERMIT NO. 690EG4-25-H-00016 BETWEEN THE CITY OF PUEBLO, A
COLORADO MUNICIPAL CORPORATION, AND THE UNITED STATES
DEPARTMENT OF TRANSPORTATION FEDERAL AVIATION
ADMINISTRATION, AND AUTHORIZING THE MAYOR TO EXECUTE
SAME
SUMMARY:
This Resolution will approve Revocable Right of Entry Permit No. 690EG4-25-H-00016
between the City of Pueblo, a Colorado Municipal Corporation, and the United States
Department of Transportation Federal Aviation Administration (FAA) to allow the FAA
the use of the Premises for the purpose(s) of construction of a new Airport Traffic
Control Tower.
PREVIOUS COUNCIL ACTION:
City Council approved Ordinance 2876 on April 29, 1964, to enter into a Lease
Agreement with the United States of America to allow the operation of an Air Traffic
Control Tower.
BACKGROUND:
The current Air Traffic Control Tower (ATCT) was completed in 1964. In 2023, the
Federal Aviation Administration (FAA) determined that the 1964 ATCT obsolete
because it no longer met the operational needs of the FAA and a modern, taller ATCT
would need to be constructed at a site that would allow the air traffic controllers to
visually observe runway 8R-26L from the cab. In 2024, the FAA selected a potential
new site at the Pueblo Memorial Airport south of the current ATCT. The FAA would like
to enter the site selected to start construction.
FINANCIAL IMPLICATIONS:
None.

Not applicable to this Resolution.

Not applicable to this Resolution.
ALTERNATIVES:
If this Resolution is not approved, the FAA will not be allowed to start construction on a
new ATCT.
RECOMMENDATION:
Approval of the Resolution.

A RESOLUTION APPROVING REVOCABLE RIGHT OF ENTRY
PERMIT NO. 690EG4-25-H-00016 BETWEEN THE CITY OF
PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND
THE UNITED STATES DEPARTMENT OF TRANSPORTATION
FEDERAL AVIATION ADMINISTRATION, AND AUTHORIZING
THE MAYOR TO EXECUTE SAME
WHEREAS, the City of Pueblo owns and operates the Pueblo Memorial Airport and the
ground in which the airport is situated; and
WHEREAS, City Council approved Ordinance 2876 on April 29, 1964, which allows the
United States Government to own and operate an Air Traffic Control Tower at the Pueblo
Memorial Airport; and;
WHEREAS, the United States Government has deemed the current Air Traffic Control
Tower obsolete and would like to construct a modern tower in a different location, NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Revocable Right of Entry Permit No. 690EG4-25-H-00016 between the City of
Pueblo, a Colorado Municipal Corporation, and the United States Department of Transportation
Federal Aviation Administration has been granted.
SECTION 2.
The Mayor is hereby authorized to sign the Revocable Right of Entry Permit on behalf of
the City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the Seal of
the City thereto and attest same.
SECTION 3.
The officers of the City of Pueblo are authorized to perform any and all acts consistent
with this Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.
