SUBJECT: A RESOLUTION AUTHORIZING THE ISSUANCE OF A REVOCABLE
PERMIT (REV-25-14) TO THE COLORADO STATE FAIR FOR THE USE
OF THE PUBLIC RIGHT-OF-WAY ALONG SMALL AVENUE BETWEEN
SCRANTON AVENUE AND EUCLID AVENUE FOR THE PURPOSE OF
CLOSURE OF THE PERMITTED AREA TO VEHICULAR TRAFFIC
SUMMARY:
Attached is a draft Revocable Permit (REV-25-14) submitted by the Colorado State Fair for
the closure of Small Avenue between Scranton Avenue and Euclid Avenue on Saturday, August 30,
2025, between 6:00 a.m. and 6:00 p.m.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The Colorado State Fair has submitted an application for a Revocable Permit (REV-25-
14) for the use of the public right-of-way along Small Avenue between Scranton Avenue
and Euclid Avenue for the purpose of closure of the permitted area to vehicular traffic
on August 30, 2025, from 6:00 a.m. to 6:00 p.m.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
The Revocable Permit Review Committee recommends approval.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Failure to approve the Resolution will prevent the applicant from exclusive use of the
right-of-way.
RECOMMENDATION:
Approval of the Resolution.

PERMITTED AREA TO VEHICULAR TRAFFIC
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The attached Revocable Permit (REV-25-14) is authorized to be issued to the Colorado
State Fair for the use of the right-of-way along Small Avenue between Scranton Avenue and
Euclid Avenue for the purpose of closure of the permitted area to vehicular traffic on August 30,
2025, from 6:00 a.m. to 6:00 p.m.
SECTION 2.
The use of the public right-of-way granted hereby is subject to all limitations, terms, and
conditions set forth in the attached Revocable Permit.
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with the
intent of this Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.
