SUBJECT: A RESOLUTION CONFIRMING THE APPOINTMENT OF MELISSA
COOK TO THE POSITION OF DIRECTOR OF HOUSING & CITIZEN
SERVICES
SUMMARY:
The Mayor has appointed Melissa Cook to the position of Director of Housing & Citizen
Services and requests confirmation of said appointment by the City Council. Such
appointment is based on Ms. Cook's education, training, experience and fitness for
position.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
business management and brings over 12
technical assistance and funding assistance working with housing and governmental
entities, non-profit and for-profit developers in Southern Colorado. She has exceptional
experience in grant funding and loan product assistance. Her employment with the
Housing Authority of Pueblo and the Department of Local Affairs Division of Housing
provided her with project management skills and policy practices in line with changing
state and federal legislation. Melissa has successfully served the City of Pueblo as the
Interim CDBG/HOME Housing Administrator since November 2024. Following a formal
panel interview process, I believe Ms. Cook will bring her experience and
professionalism to lead our Department of Housing & Citizen Services and provide
quality direction to our elected officials.
FINANCIAL IMPLICATIONS:
The salary and benefits of the Director of Housing & Citizen Services have been
budgeted and appropriated within the 2025 budget.

ALTERNATIVES:
Failure to confirm the appointment of the Director of Housing & Citizen Services will
result in that position remaining vacant.

A RESOLUTION CONFIRMING THE APPOINTMENT OF
MELISSA COOK TO THE POSITION OF DIRECTOR OF
HOUSING & CITIZEN SERVICES
WHEREAS, Mayor Heather Graham has requested confirmation by the City Council of the
appointment of Melissa Cook tot he position of Director of Housing & Citizen Services
WHEREAS, Melissa Cook meets and exceeds the qualifications for the appointment as
Director of Housing & Citizen Services based upon her education, training and experience;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The appointment by the Mayor of Melissa Cook as Director of Housing & Citizen
Services shall be and is hereby confirmed by the City Council.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Resolution and the attached agreements which are necessary or
appropriate to implement the appointment described herein.
SECTION 3.
This Resolution shall become effective immediately upon passage and approval.
