SUBJECT: A RESOLUTION DIRECTING THE PUEBLO URBAN RENEWAL
AUTHORITY TO CONDUCT A CONDITIONS SURVEY OF
PROPERTIES ANNEXED UNDER WILDHORSE ANNEXATION 1 AND
WILDHORSE ANNEXATION 2, AND TO REPORT FINDINGS AND
RECOMMENDATIONS TO THE MAYOR AND CITY COUNCIL
SUMMARY:
This Resolution directs the Pueblo Urban Renewal Authority (PURA) to initiate a
conditions survey of the areas annexed into the City under Wildhorse Annexation 1 and
Wildhorse Annexation 2 and to report its findings to the Mayor and City Council.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The properties annexed into the City under Wildhorse Annexations 1 and 2 face
extremely high development costs, particularly related to the extension of utilities to the
site and other required public improvements. The Pueblo Urban Renewal Authority is
empowered to conduct a conditions survey to determine whether or not the area may
qualify for the establishment of a new urban renewal district that might be leveraged to
make resources available to construct the required infrastructure improvements. This
Resolution expresses Council's direction to PURA to initiate the conditions survey and
to report the findings of the study to the Mayor and City Council along with
recommendations for future actions that may be warranted.

ALTERNATIVES:
Failure to approve this Resolution will signal Council's intent that it does not support the
establishment of a new urban renewal district in the area at this time.

A RESOLUTION DIRECTING THE PUEBLO URBAN RENEWAL AUTHORITY TO CONDUCT
A CONDITIONS SURVEY OF PROPERTIES ANNEXED UNDER WILDHORSE ANNEXATION
1 AND WILDHORSE ANNEXATION 2, AND TO REPORT FINDINGS AND
RECOMMENDATIONS TO THE MAYOR AND CITY COUNCIL
WHEREAS, the City of Pueblo has recently annexed certain properties known as Wildhorse
Annexation 1 and Wildhorse Annexation 2 (the "Annexed Properties"); and
WHEREAS, the City Council desires to determine whether the Annexed Properties meet the
statutory definitions of "blighted area" or "slum area" as set forth in Section 31-25-103, Colorado
Revised Statutes, for the purpose of evaluating eligibility for designation as an urban renewal
area; and
WHEREAS, the Pueblo Urban Renewal Authority is empowered to undertake surveys and
studies necessary to carry out the purposes of the Colorado Urban Renewal Law;
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Pueblo Urban Renewal Authority is hereby directed to initiate and conduct a conditions
survey of the properties annexed into the City under Wildhorse Annexation 1 and Wildhorse
Annexation 2.
SECTION 2.
The purpose of the conditions survey shall be to determine whether the Annexed
Properties, or any portion thereof, meet the statutory definitions of "blighted area" or "slum area"
as set forth in Section 31-25-103, Colorado Revised Statutes.
SECTION 3.
The Pueblo Urban Renewal Authority shall prepare a written report of its findings,
including a summary of the conditions observed, an analysis of whether the statutory criteria for
blight or slum are met, and recommendations regarding the potential designation of the
Annexed Properties as an urban renewal area.
SECTION 4.
The Pueblo Urban Renewal Authority shall submit its written report and
recommendations to the Mayor and to the City Council for consideration upon completion of the
survey.
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to effectuate the policies and procedures described herein.
SECTION 6.
This Resolution shall become effective upon passage and approval.
