A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN
THE AMOUNT OF $1,817,559.00 TO RUSS GRADING AND
EXCAVATING LLC AND SETTING FORTH $363,511.00 FOR
CONTINGENCIES, FOR PROJECT NO. 25-005 (WWAN01) 2025
SMALL MAIN REMOVE AND REPLACE PROJECT AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE
SAME
WHEREAS, competitive bids for the Project No. 25-005 (WWAN01) 2025 Small Main
Remove and Replace Project have been received and examined; and
WHEREAS, the proposal of Russ Grading and Excavating LLC of Pueblo, Colorado was
the lowest of those bids determined to be responsive; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
City Council authorizes Project No. 25-005 (WWAN01) 2025 Small Main Remove and
Replace Project to be performed, and the contract for said project is hereby awarded to Russ
Grading and Excavating LLC, in the amount of $1,817,559.00.
SECTION 2.
Funds for Project 25-005 (WWAN01) - Small Main Rehab shall be from the Sewer User
Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
A Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional amount as
stipulated in this section is hereby established for contingencies and additional work.
SECTION 5.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of this Resolution and the contract to implement the transactions described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
Attached is a Resolution awarding a construction contract to Russ Grading and
Excavating LLC for Project No. 25-005 (WWAN01), 2025 Small Main Remove and
Replace Project. The project will remove and replace the deteriorated Small Sewer
Mains and Manholes for the sites listed below.
PREVIOUS COUNCIL ACTION:
None
BACKGROUND:
The Wastewater Department maintains a priority list of deteriorating sanitary sewer
mains. All the sites on the project were taken from this list due to their deteriorated
structural condition. To protect the public interest, these mains require rehabilitation.
The cost breakdown for the project is as follows:

The total cost of the project is estimated at $2,181,070.00, including contingencies.
FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $1,817,559.00 with contingencies of
$363,511.00. Funds are available from the Sewer User Funds and have been budgeted
and appropriated to Project No. 25-005 (WWAN01) - Small Main Rehab.

ALTERNATIVES:
Alternative No. 1 - No Action
If no rehabilitation is performed on the collection system, the condition of the sanitary
mains will continue to deteriorate until an emergency repair is required. The Wastewater
Department would also risk violating its discharge permit if a sanitary sewer overflow
were to happen.
RECOMMENDATION:
Approval of the Resolution.
