HomeMy WebLinkAbout16010RESOLUTION NO. 16010 A RESOLUTION TO INITIATE BY APPLICATION TO THE HISTORIC PRESERVATION COMMISSION THE RESCISSION OF THE HISTORIC LANDMARK DESIGNATION FOR BLACK HILLS 5&6 WHEREAS, on May 14, 2018, City Council passed Ordinance 9268 designating the Black Hills 5&6 Power Plant, located at 105 South Victoria, as a local historic landmark; and WHEREAS, visions for redevelopment of the Black Hills 5&6 Power Plant as a vibrant mixed-use activity hub including space for a hotel, expanding the Historic Arkansas Riverwalk of Pueblo, restaurants, retail shops, and flexible green space for outdoor activities with the Power Plant 5&6 building serving as its centerpiece, have failed to develop; and WHEREAS, the City of Pueblo's Historic Preservation Code, Chapter 14, Title IV, declares a historic landmark designation may be rescinded in the same manner as the original designation was made; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. City staff, under the direction of the Mayor, is hereby instructed to present application to the Historic Preservation Commission to rescind the local historic landmark designation of Black Hills 5&6 Power Plant, 105 South Victoria, and take all steps necessary to allow City Council to be presented with an ordinance rescinding said landmark designation. SECTION 2. The officers and staff of the City are authorized and directed to perform any and all acts consistent with the intent of this resolution to effectuate the policies and procedures described herein. SECTION 3. This resolution shall become effective immediately upon final passage. PREVIOUS COUNCIL ACTION: By way of Ordinance 9268 on May 14, 2018, City Council designated the Black Hills 5&6 Power Plant as a local historic landmark. BACKGROUND: This resolution stems from direction by City Councilman Brett Boston to pursue the rescission of the aforementioned historic designation. The City of Pueblo's Historic Preservation Code, Chapter 14, Title IV, declares a historic landmark designation may be rescinded in the same manner as the original designation was made. While historic designations are made by the passage of an ordinance by Council, all designations begin with the submittal of an application to the Historic Preservation Commission. This process allows for the involvement of stakeholders, members of the community and City staff to deliberate and offer input prior to City Council considering any ordinance designating a historic landmark. Staff recommend that the same process and manner be followed to pursue recission of this or any historic landmark designation. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: The stakeholder process will take place during commission hearings. ALTERNATIVES: City Council could choose to vote no and maintain the status quo designation. RECOMMENDATION: This resolution is at the request of Councilman Brett Boston. ATTACHMENTS: None
