A RESOLUTION ESTABLISHING A PUEBLO HOMELESS
COMMISSION, ADOPTING BYLAWS FOR SAID COMMISSION,
AND APPOINTING A CHAIRMAN THERETO
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
There is hereby created a Pueblo Homeless Commission ("Commission") as an advisory
commission to the Mayor and City Council of Pueblo to propose policies geared toward the
elimination of homelessness in the City of Pueblo.
SECTION 2.
The City Council hereby adopts the By-laws attached hereto and incorporated herein by
reference for the purpose of guiding the Commission in accomplishing its mission.
SECTION 3.
Mark Aliff is hereby appointed to serve as Chairman of the Commission.
SECTION 4.
The Commission established hereby may be subsequently dissolved by the Mayor subject
to the approval of City Council.
SECTION 5.
The officers and staff of the City are authorized and directed to take any and all required
actions which are necessary or appropriate to implement the appointments, by-laws and policies
and procedures described herein.
SECTION 6.
Upon adoption of this Resolution, Resolution No. 14299, a Resolution Establishing a
Community Commission on Housing and Homelessness, inter alia, dated October 15, 2019, shall
be rescinded.
SECTION 7.
This Resolution shall become effective immediately upon final passage and approval.

SUMMARY:
Attached is a resolution establishing the Pueblo Homeless Commission, whose purpose
is to advise the Mayor and City Council by proposing policies geared toward the
elimination of homelessness in the City of Pueblo.
PREVIOUS COUNCIL ACTION:
On January 28, 2019, by Resolution No. 14151, the City Council created the Commission
on Homelessness and appointed co-chairs and members thereto.
On October 15, 2019, by Resolution No. 14299, the City Council rescinded Resolution
No. 14141 and created the Community Commission on Housing and Homelessness,
adopted bylaws, and appointed co-chairs and members thereto.
BACKGROUND:
Homelessness remains one of the top issues facing the City of Pueblo. The creation of
an advisory commission with the sole focus of eliminating homelessness is necessary to
the future growth and development of Pueblo.
FINANCIAL IMPLICATIONS:
The creation of the Homeless Commission will not result in any direct out-of-pocket
expenses for the City. Commissioners are volunteers and receive no compensation for
their service.
BOARD/COMMISSION RECOMMENDATION:
Not applicable.
STAKEHOLDER PROCESS:
Not applicable.
ALTERNATIVES:
If this Resolution is not approved, the chronic problems of homelessness will remain
under addressed by the City.
RECOMMENDATION:
This is a policy decision of City Council and as such staff abstain from a recommendation.
