A RESOLUTION AWARDING AN AGREEMENT FOR PUBLIC
ART SERVICES IN THE AMOUNT OF $35,949.86 TO CHRISTINA
MONSON, FOR PROJECT NO. 25-015 SIDEWALK ART -
BESSEMER AREA AND DOWNTOWN AREA AND
AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME
WHEREAS, the Proposal of Christina Monson, for Project No. 25-015 Sidewalk Art -
Bessemer Area and Downtown Area, has been received and examined; AND,
WHEREAS, the Proposal of Christina Monson, was determined to be the most
advantageous to the City of Pueblo, and in the best interest of the City of Pueblo, based on the
evaluation factors set forth in the Request for Proposals; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The City Council authorizes Project No. 25-015 Sidewalk Art - Bessemer Area and
Downtown Area to be performed, and the contract for said services is hereby awarded to Christina
Monson, in the amount of $35,949.86.
SECTION 2.
Funds for said Agreement shall be paid from Project Account CI2442 - Sidewalk Art and
Gateways Project
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of the City
of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
The officers of the City are authorized to perform any and all acts consistent with this
Resolution to implement the policies and procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

TO EXECUTE SAME
SUMMARY:
This Resolution awards an Agreement for Public Art Services to Christina Monson, to
render public art services for Sidewalk Art in the Bessemer Area and Downtown Areas.
Christina Monson was the only bidder but was determined to be responsible and her
artwork was selected by the selection committee. She will be awarded a contract in the
amount of $35,949.86.
PREVIOUS COUNCIL ACTION:
Ordinance 10723, dated June 10, 2024, established Project Account CI2442, Asphalt Art
and Gateways Project, accepted a small dollar grant from the Colorado Department of
Transportation in the amount of $248,300, budgeted and appropriated funds in the
amount of $248,300.
BACKGROUND:
The City applied for and was awarded a grant to install asphalt art, gateways and lighting
improvements in Pueblo's downtown and Bessemer neighborhoods.

present significant safety and equity challenges and a lack of beautification. The
installation of Asphalt Art (intersection murals and crosswalk art), will support an arts-
driven street redesign project that will improve safety, revitalize public spaces, reshape
solution.
The City of Pueblo solicited proposals from artists experienced in public art installations
and conducted a 2-step review process of the proposal from Christina Monson. The
initial step was the review of the artist portfolio to determine the artists capability to
complete the work requested. Once staff evaluated the proposal based on the
evaluation criteria set forth in the request for proposals, the selection panel, made up of
City staff, neighborhood members, and current members of the Pueblo Arts Alliance, the
proposed art was evaluated for artistic merit and creativity of the design submission.
FINANCIAL IMPLICATIONS:
Funding in the amount of $35,949.86.00 will be paid from Project Account CI2442
Asphalt Art and Gateways Project.

Not Applicable to this Resolution.
STAKEHOLDER PROCESS:
Not Applicable to this Resolution.
ALTERNATIVES:
Denial of this Resolution will preclude the City from awarding the contract and proceeding
with the installation of the project.

Approval of the Resolution.
