SUBJECT: AN ORDINANCE CHANGING THE STREET NAME OF CEDARWEED
BOULEVARD TO BLACKHAWK DRIVE
SUMMARY:
The City is requesting to change the name of Cedarweed Boulevard to Blackhawk Drive.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The City is requesting this Street Name Change, as well as case SNC-25-01, in the North
Vista Highlands PUD area to correct platted street names that are no longer appropriate
before any residential development occurs and properties are addressed on these
streets. Staff has concerns with future addressing on the subject street because
addressing on the existing Cederweed Boulevard increases from north to south, which
is inconsistent with the nearby neighborhood, where address numbers increase from
south to north. Though the City typically would not change the name of a portion of a
continuous street, GIS and Public Works staff believe that changing the street name at
the Carl Sitter Parkway intersection, thus correcting this addressing issue, is the best
option to minimize confusion. The proposed Blackhawk Drive extends south from Home
of Heroes Parkway between the North Vista Highlands Filing 5 and Filing 1 areas and
would change to Cedarweed Boulevard at the intersection of Carl Sitter Parkway. No
properties are currently addressed on this portion of the street, so staff anticipates no
issues with the proposal.
FINANCIAL IMPLICATIONS:
There are no financial implications for the City.
BOARD/COMMISSION RECOMMENDATION:
The Planning and Zoning Commission, at their April 9th, 2025 Regular Meeting, voted
7-0 to recommend approval.
STAKEHOLDER PROCESS:
The Planning Department sent out Notice of the Planning and Zoning Commission Public
Hearing to all property owners located within 300 feet of the subject property.
A Public Notice poster was placed on the subject property 15 days prior to the Public
Hearing.
ALTERNATIVES:
If City Council does not approve this Ordinance, the current street name would remain.
RECOMMENDATION:
Approval of the Ordinance.

AN ORDINANCE CHANGING THE STREET NAME OF
CEDARWEED BOULEVARD TO BLACKHAWK DRIVE
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
The street known as Cedarweed Boulevard is hereby changed to Blackhawk Drive.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of the Ordinance to implement the policies and procedures described herein.
SECTION 3.
This Ordinance shall become effective immediately upon final action by the Mayor and
City Council.

Introduced and initial adoption of Ordinance by City Council on April 28, 2025.
Final adoption of Ordinance by City Council on May 12, 2025.

Subject:Comments on Renamingof Cedarweed Blvd at Carl Sitter Pkwy
Good Afternoon,
Cedarweed Blvd’s existing flow of addressing goes South, and it needs to go Northper the City of
Pueblo’s addressing grid. To correct this situation, the best option is to change the name of the street
and then fix the addressing so that they go northin line with the gridand all other streets around it. It
is definitely not ideal, and we absolutely hate changing street names, but unfortunatelyit must be done
so we do not have future addressing issues. Since the grid changes to the 5000blockheading north
atthis location, we feel it is the best location to correct this reverse addressing issue.
Please see the attachedmap that shows the direction of addressing for Cedarweed Blvd. You will see
that we cannot continue thecurrent addressingschemeto the north as it will cause a tremendous
amount of confusion.
