PREVIOUS COUNCIL ACTION: None. BACKGROUND: The City is requesting this Street Name Change, as well as case SNC-25-02, in the North Vista Highlands PUD area to correct platted street names that are no longer appropriate before any residential development occurs and properties are addressed on these streets. The proposed Merlin Drive was initially planned to intersect with the existing Castor Drive, a residential street that runs north and south through the University Park Filing 18 Subdivision. Now, since the existing and platted roads will not connect, the street name must be changed so that there are not two distinct, unrelated roads in the city with the same name. The proposed Merlin Drive extends east from Cedarweed Boulevard (proposed Blackhawk Dr) to El Principio Drive. No properties are currently addressed on this street, so staff anticipates no issues with the proposal. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: The Planning and Zoning Commission, at their April 9th, 2025 Regular Meeting, voted 7-0 to recommend approval. STAKEHOLDER PROCESS: The Planning Department sent out Notice of the Planning and Zoning Commission Public Hearing to all property owners located within 300 feet of the subject property. A Public Notice poster was placed on the subject property 15 days prior to the Public Hearing. ALTERNATIVES: If City Council does not approve this Ordinance, the current street name would remain. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described herein. SECTION 3. This Ordinance shall become effective immediately upon final action by the Mayor and City Council.
