SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A GRANT FROM THE
COLORADO DEPARTMENT OF LOCAL AFFAIRS (DOLA) IN THE
AMOUNT OF $25,000.00 TO DEVELOP A CAPITAL IMPROVEMENT
PLAN FOR THE PUEBLO SHELTER COMPLEX; AUTHORIZING THE
MAYOR TO SIGN THE GRANT AGREEMENT, ESTABLISHING
PROJECT NO. PL2502, AND BUDGETING AND APPROPRIATING
$25,000.00 TO PROJECT NO. PL2502
SUMMARY:
Attached is an Ordinance approving and accepting a grant in the amount of $25,000.00
from the Colorado Department of Local Affairs to develop a Capital Improvement Plan
for the Pueblo Shelter Site located at 710 728 West 4th. This Ordinance budgets and
appropriates the grant funds to Project No. CI2329 and authorizes the Mayor to sign the
Grant Agreement.
PREVIOUS COUNCIL ACTION:
City Council has not taken previous action.
BACKGROUND:
The City of Pueblo took over ownership and operations of the Pueblo Shelter in 2024,
after the dissolution of the Pueblo Rescue Mission. The City owns three parcels on the
th
complex, located at 710 728 West 4, Pueblo, CO 81003. Capital improvements are
needed on each parcel to transform the property into a shelter complex, providing various
FINANCIAL IMPLICATIONS:
There are no matching funds required for this grant. Accepting this grant will bring
additional funding to the City to establish a Capital Improvement Plan. The City intends
to use the final plan to apply for capital improvement grant opportunities, as soon as late
2025.

Not applicable to this Ordinance.

ALTERNATIVES:
If the proposed Ordinance is not approved, the grant will not be accepted.

AN ORDINANCE APPROVING AND ACCEPTING A GRANT
FROM THE COLORADO DEPARTMENT OF LOCAL AFFAIRS
(DOLA) IN THE AMOUNT OF $25,000.00 TO DEVELOP A
CAPITAL IMPROVEMENT PLAN FOR THE PUEBLO SHELTER
COMPLEX; AUTHORIZING THE MAYOR TO SIGN THE GRANT
AGREEMENT, ESTABLISHING PROJECT NO. PL2502, AND
BUDGETING AND APPROPRIATING $25,000.00 TO PROJECT
NO. PL2502
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Grant Agreement Number EIAF-
City of Pueblo, a Colorado Municipal Corporation, and the Colorado Department of Local Affairs,
to develop a capital improvement plan for foe Pueblo Shelter complex, a copy of which is attached
hereto, having been approved as to form by the City Attorney, is hereby approved.
SECTION 2.
The Mayor is hereby authorized to execute said Agreement on behalf of the City of Pueblo,
a Colorado Municipal Corporation, and the City Clerk is authorized to affix the seal of the City
thereto and attest the same
SECTION 3.
Project No. PL2502 is hereby established.
SECTION 4.
Funds in the amount of $25,000.00 shall be accepted pursuant to the Agreement and
budgeted and appropriated to Project No. PL2502.
SECTION 5.
The officers and staff of the City are hereby authorized to perform any and all acts
consistent with this Ordinance and the attached Agreement to effectuate the transactions
described therein.
SECTION 6.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
