The contract for Bid No. 89 -21/22 -- AIRPORT RUNWAY IMPROVEMENTS, SCHEDULE V -- be, and the same is hereby awarded to said bidder. SECTION 2. The Purchasing Agent be, and he is hereby authorized to execute said contract on behalf of Pueblo, a Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 3. Funds for said project shall be paid fran Account No. 50 -1989- 50 -0 -40 -1095. Three bid proposals were submitted for Schedule I, eight bid proposals for Schedule IV, and one bid proposal for Schedule V. The unit prices of the various low bidders appear consistent with the engineer's estimate and of the other bidders. The low bid for the Schedule I portion of the project was 13% below the Engineer's Estimate. The low bidder for the Schedule, Asphalt Paving, Inc., properly submitted prequali- fication lists, financial statements and bid bonds. They have been prequalified by the State of Colorado for construction of this size and have a recent history of airport construction. Asphalt Paving submitted four subcontractors as their DBE's for the project. Marquo, Inc. of Castle Rock (certification number 276) will supply the AC -20 for an approximate subcontract amount of $255,300. Because Marquo, Inc. will be functioning as a supplier on the project, 60 percent of the subcontract amount may be credited towards DBE goals. This figure is $153,180. Pegco Crack Sealing of Arvada (certification number 279) will perform the crack sealing in the subcontract amount of $1,500. Strijpe Wright of Aurora (certification number 395) will perform the pavement marking in the subcontract amount of $3,800. McClanahan Surveying of Colorado Springs will perform the construction surveying in the amount of $3,000. The DBE total amount is $161,480 or 18.0 percent of the Schedule I bid amount. The DBE goal as approved by FAA for the Schedule is 10.6 percent. It is recommended that Schedule I be awarded to Asphalt Paving, Inc. The low bid for the Schedule IV portion of the project was 30% below the Engineer's Estimate. The low bidder for the Schedule, Kirkland Construction Co., Inc., properly submitted prequalification lists, financial statements and bid bonds. They have been prequalified by the State of Colorado for construction of this size and have a recent history of airport construction. DBE subcontractor information was not required because the work will be performed with local funds. It is recommended that Schedule IV be awarded to Kirkland Construction, Inc. Mr. Monroe Page Three There was one bidder for the Schedule V portion of the project. The low bidder Main Electric, Ltd., was 15% below the Engineer's Estimate. There was one other electrical contractor on the planholders list. This was Pueblo Electric, Inc., who did not bid the project. Acme Electric of Salida, Colorado was aware of the bidding of the project and requested bid items for the Schedule. However, they did not elect to acquire a set of project documents /plans. Main Electric, Ltd., properly submitted prequalification lists, financial statements and bid bonds. They have been prequalified by the State of Colorado for construction of this size and have a recent history of airport construction. DBE subcontractor information was not required because the work will be performed with local funds. It is recommended that Schedule V be awarded to Main Electric Co., Ltd. In conclusion, it is our recommendation to award Schedules I, IV, and V to Asphalt Paving, Inc., Kirkland Construction, Inc., and Main Electric, Ltd., respectively. Copies of the Invitation for Bids List, Planholders List, Proof of Publication, and Tabulations of Bids are enclosed. We are requesting concurrance in award from the FAA by a copy of this letter.
