A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE
AGREEMENT FOR PROFESSIONAL ARCHITECTURAL
SERVICES BETWEEN THE CITY AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME.
WHEREAS, an Agreement for Professional Engineering Services was awarded to
Demmon Design Services, Inc., on November 25, 2024, and,
WHEREAS, the City of Pueblo and Demmon Design Services, Inc., desire to amend the
Agreement to modify the original scope of service and to provide for additional services; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Amendment 1 to the Agreement for Professional Architectural Services for Project No. 24-
088 Architectural Design Services for 650 Dittmer Avenue, by and between the City of Pueblo, a
Colorado Municipal Corporation, and Demmon Design Services, Inc, a Registered Colorado
Corporation, a copy of which is attached hereto, having been approved as to form by the City
Attorney, is hereby approved, and City Council authorizes the amended and additional work
contemplated by the Amendment to be performed.
SECTION 2.
Additional funds in the amount of $78,372 required by such amendment shall be paid from
Project Account CI2443 Admin Offices Relocation Projects. Said funds are in addition to the
amount of $80,134 previously authorized by Resolution 15825, dated November 25, 2024.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said Amendment on behalf of the
City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest same.
SECTION 4.
The officers of the City of Pueblo are authorized to perform any and all acts consistent
with this Resolution and the Amendment to implement the policies and procedures described
herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution approves Contract Amendment No. 1 to the Agreement for Professional
Architectural Services awarded to Demmon Design Studios, Inc. for Project No. 24-088,
Architectural Design Services for 650 Dittmer Avenue.
PREVIOUS COUNCIL ACTION:
Ordinance 10744, dated July 22, 2024, established Project Account CI2443 - Admin
Offices Relocation Project, transferred, budgeted and appropriated $2,000,000 from
Project Account CI2426 - City Council and Department Relocation Project, approved and
authorized the Mayor to execute a contract to buy and sell real estate by and between
the City of Pueblo and CK Investments for the purchase of property at 650 Dittmer
Avenue.
Resolution 15825, dated November 25, 2024, awarded an agreement for professional
architectural services in the amount of $80,134 to Demmon Design Services, Inc. for
Project No. 24-088 Architectural Design Services for 650 Dittmer Avenue.
BACKGROUND:
The City of Pueblo purchased the previously medical facility at 650 Dittmer Avenue to
house the Law Department, HR Department and six (6) members of the Parks and
Recreation staff. Demmon Design Studios was awarded a design contract to renovate
all three (3) floors of the building for offices. Since that time, the City has begun the
process of purchasing the PBR building at 101 Riverwalk. The Dittmer Building is
anticipated to be used for the Recreation staff and a medical clinic for City employees.
This amendment reduces the scope of work on the Dittmer building by only renovating
the 2nd floor for the Recreation Staff, and changes necessary for mechanical, electrical
and plumbing on the 1st and 3rd floors to support the renovations on the 2nd floor. The
cost of the renovations for the Dittmer building has been reduced from $80,134 to
$58,997 ($21,137 decrease), which takes into account the work previously completed on
preliminary design.
This amendment adds the design of renovations to the Riverwalk and Public Works
Engineering buildings. The Riverwalk building will be renovated to house the Law, HR,
Planning, Civil Service, and the Finance Departments. The cost of the design of
renovations to the Riverwalk building is $63,895.
The Public Works Engineering building will also be renovated to increase the number of
restrooms when the Stormwater Department moves into the space vacated by the
Planning Department. The cost of the design of renovations to the Public Works
Engineering building is $35,614.
FINANCIAL IMPLICATIONS:
Additional funding in the amount of $78,372 will be paid from Project Account CI2443,
Admin Office Relocation Project. Said funds are in addition to the amount of $80,134
previously authorized by Resolution 15825, dated November 25, 2024.
BOARD/COMMISSION RECOMMENDATION:

ALTERNATIVES:
Denial of this Resolution will result in the cancelation of additional services.
RECOMMENDATION:
Approval of the Resolution.
