HomeMy WebLinkAbout15940RESOLUTION NO. 15940 A RESOLUTION ENACTING A POLICY PROHIBITING THE PRESENCE OF SIGNS WITHIN COUNCIL CHAMBERS DURING MEETINGS OF CITY COUNCIL WHEREAS, City Council conducts the deliberative business of the City of Pueblo within City Council Chambers; and WHEREAS, Council Chambers as a limited public forum where City Council is permitted forum has been created; and WHEREAS, City Council allows at all regular meetings public speech to occur on any topic during public comment and on specific pending legislation during the hearing on the same when anyone can speak in favor of or against the proposed legislation; and WHEREAS, City Council may impose restrictions on speech within Council Chambers which are viewpoint neutral and reasonable; and displayed in the gallery of Council Chambers includes keeping the tenor of Council meetings from devolving into a picket line, allowing clear a field of sight for members of the public, and avoiding distractions associated with signs and posters; and WHEREAS, City Council seeks to encourage members of the public to speak during City Council meetings by imposing regulations intended to eliminate ridicule, maintain civility and encourage decorum within the Council Chambers; NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. Signs or posters shall not be allowed inside Council Chambers during meetings of the Pueblo City Council. Interruption of speakers and/or government business will not be tolerated. Anyone who interrupts a speaker or the proceedings of a City Council meeting shall be removed. SECTION 2. Notice of this Resolution and the following statement shall be conspicuously posted outside of City Council Chambers: ATTENTION: No signs or posters allowed inside Council Chambers. Interruption of speakers and/or government business will not be tolerated. Anyone who interrupts a speaker or the proceedings of a government meeting shall be removed. SECTION 3. The officers of the City are authorized and directed to perform any and all acts consistent with the intent of this Resolution to effectuate the policies and procedures described herein. SECTION 4. This Resolution shall become effective immediately upon final passage. PREVIOUS COUNCIL ACTION: Council has historically approved Resolutions regarding the conduct of its meetings. BACKGROUND: This Resolution comes before Council upon the request of City Council members as discussed at a special meeting of Council. FINANCIAL IMPLICATIONS: There are no financial implications for the City. BOARD/COMMISSION RECOMMENDATION: Not applicable. STAKEHOLDER PROCESS: Not applicable. ALTERNATIVES: Not approving this Resolution will maintain the status quo. RECOMMENDATION: City Staff do not take positions on matters of policy. ATTACHMENTS: None
