A RESOLUTION AUTHORIZING THE ISSUANCE OF A
REVOCABLE PERMIT NO. REV-25-4 TO STEEL CITY MUSIC
SHOWCASE, FOR THE USE OF THE ALLEY BETWEEN S.
VICTORIA AVE. AND S. UNION AVE. (COMMONLY REFERRED
TO AS "NEON ALLEY") STARTING FROM THE EDGE OF THE E.
B STREET RIGHT-OF-WAY AND CONTINUING
NORTHEASTERLY ALONG THE ALLEY CENTERLINE A
DISTANCE OF 125 FEET AS WELL AS CITY-OWNED
PROPERTY DESIGNATED AS PARCEL NOS. 05-364-08-002
AND 05-364-08-003 TO HOST A MUSIC FESTIVAL EVENT
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The attached Revocable Permit REV-25-4 to Steel City Music Showcase, for the use of
the alley between S. Victoria Ave. and S. Union Ave. (commonly referred to as "Neon Alley")
starting from the edge of the E. B Street right-of-way and continuing northeasterly along the alley
centerline a distance of 125 feet as well as City-owned property designated as Parcel Nos. 05-
364-08-002 and 05-364-08-003REV-23-49 to host a music festival event.
SECTION 2.
The use of the public right-of-way granted hereby is subject to all limitations, terms, and
conditions set forth in the attached Revocable Permit (REV-25-4).
SECTION 3.
The staff and the officers of the City are authorized to perform any and all acts consistent
with the intent of this Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.

SUMMARY:
This Resolution approves the issuance of a Revocable Permit REV-25-4 to Steel City
Music Showcase, for the use of the alley between S. Victoria Ave. and S. Union Ave.
(commonly referred to as "Neon Alley") starting from the edge of the E. B Street right-of-
way and continuing northeasterly along the alley centerline a distance of 125 feet as well
as City-owned property designated as Parcel Nos. 05-364-08-002 and 05-364-08-003
from April 11, 2025, at 9:00 a.m. to April 13, 2025, at 5:00 p.m.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
Fuel & Iron Master Tenant, LLC, has submitted a revocable permit application (REV-23-
49) requesting to reserve the parking spaces along B Street at the corner of B Street and
S. Union Avenue to park a mobile axe-throwing trailer on January 27, 2024, from 9:00
a.m. through 9:00 p.m. as part of their Winter Beer Festival event.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
The Revocable Permit Review Committee recommends approval.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Failure to approve the Resolution will preclude the applicant from using the alley between
S. Victoria Ave. and S. Union Ave. (commonly referred to as "Neon Alley") starting from
the edge of the E. B Street right-of-way and continuing northeasterly along the alley
centerline a distance of 125 feet as well as City-owned property designated as Parcel
Nos. 05-364-08-002 and 05-364-08-003 to host a music festival event.
RECOMMENDATION:
Approval of the Resolution.
