SUBJECT: AN ORDINANCE APPROVING AND ACCEPTING A GRANT
AGREEMENT FOR THE CITY OF PUEBLO FROM THE COLORADO
DEPARTMENT OF TRANSPORTATION, AUTHORIZING THE MAYOR
TO EXECUTE THE SAME, ESTABLISHING PROJECT NO. CI2508, AND
BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF
$128,000.00 TO PROJECT NO. CI2508 TO INSTALL TRAIL SIGNAGE
SUMMARY:
This Ordinance approves and accepts a grant awarded from The Colorado Department
of Transportation in the amount of $128,000.00 to install
system.
PREVIOUS COUNCIL ACTION:
Not applicable to this Ordinance.
BACKGROUND:
The City received a grant from the Department of Transportation for the purchase and
installation of trail signs along the Arkansas River and Fountain Creek trails. The project
will include signage for identifying trail heads and access points, wayfinding signs
directing users to the access points, etiquette signs, and a variety of informational signs
placed along the trail.
The City will work with the Pueblo Conservancy District and the Fountain Creek
Watershed District in coordinating a signage system that benefits all of the partners in
developing a unique and well thought out sign program.
FINANCIAL IMPLICATIONS:
There is no match required for this grant.
BOARD/COMMISSION RECOMMENDATION:
The Pueblo Area of Council of Governments (PACOG) approved the funding of this

project at their June 27 meeting.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
Should the Council choose not to approve this grant agreement then those
improvements will not be completed.
RECOMMENDATION:
Approval of the Ordinance.

ORDINANCE NO. 10894
AN ORDINANCE APPROVING AND ACCEPTING A GRANT
AGREEMENT FOR THE CITY OF PUEBLO FROM THE
COLORADO DEPARTMENT OF TRANSPORTATION,
AUTHORIZING THE MAYOR TO EXECUTE THE SAME,
ESTABLISHING PROJECT NO. CI2508, AND BUDGETING AND
APPROPRIATING FUNDS IN THE AMOUNT OF $128,000.00 TO
PROJECT NO. CI2508 TO INSTALL TRAIL SIGNAGE
WHEREAS, The Colorado Department of Transportation tendered a grant award using
MMOF-S Program funds in the total amount of $128,000.00 upon conditions recited therein or
incorporated therein by reference; and
WHEREAS, acceptance of the funding for the purposes for which it has been made is in
the best interest of the City and will benefit the health, welfare, and safety of the citizens of the
City; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Grant Agreement Number 25-HTD-ZL-
a Colorado Municipal Corporation, and the Colorado Department of Transportation, a copy of
which is attached hereto, having been approved as to form by the City Attorney, is hereby
approved.
SECTION 2.
The Mayor is hereby authorized to execute the Agreement in the name and on behalf of
the City of Pueblo, where the Mayor may execute the Agreement by electronic signature and such
electronic signature shall be attributable to the Mayor and the City of Pueblo.
SECTION 3.
Project No. CI2508 River Trail Signage is hereby established.
SECTION 4.
The grant award from the Colorado Department of Transportation, totaling $128,000.00 is
hereby approved and accepted in accordance with the Agreement.
SECTION 5.
All funds accepted pursuant to this Ordinance shall be budgeted and appropriated into
Project No. CI2508. Said funds shall only be expended and used for this project.
SECTION 6.
The officers and staff of the City are authorized to perform any and all acts consistent with
the intent of this Ordinance to implement the policies and procedures described herein
SECTION 7.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

Final adoption of Ordinance by City Council on February 10, 2025.
