SUBJECT: AN ORDINANCE APPROVING AND AUTHORIZING THE MAYOR TO
EXECUTE AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE
CITY OF PUEBLO, A COLORADO MUNICIPAL CORPORATION, AND
THE STATE OF COLORADO, COLORADO ENERGY OFFICE,
PROVIDING GRANT FUNDING TO THE CITY IN THE AMOUNT OF
$270,000, AND ESTABLISHING, BUDGETING AND APPROPRIATING
FUNDS IN THE AMOUNT OF $90,000 TO EACH OF THE FOLLOWING
THREE PROJECTS: PROJECT CI2451 - GEOTHERMAL GRANT FIRE
STATION 6, PROJECT CI2452 - GEOTHERMAL GRANT FIRE STATION
8, AND PROJECT CI2453- GEOTHERMAL GRANT FIRE STATION 11
SUMMARY:
This Ordinance creates three projects; Project Account CI2451 for Geothermal Grant
Fire Station 6, Project Account CI2452 for Geothermal Grant Fire Station 8 and Project
Account CI2453 for Geothermal Grant Fire Station 11, approves an Intergovernmental
Program, accepts the grant and budgets and appropriates funds in the amount of
$90,000 for each fire station, totaling $270,000 for the Project.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
This Ordinance establishes projects for each of the Geothermal Grants from the
Colorado Energy Office, accepts the grant and approves the grant agreement between
the City and CEO.
The City submitted a Geothermal Energy Grant Program grant for improvements to each
of the three new fire stations that the City is currently constructing. The City of Pueblo
and the City of Pueblo Fire Department have committed to electrification in the
construction of the three new fire stations. To reduce potential grid impacts and to
improve winter resiliency, we are leveraging geothermal resources. The design process
included evaluation of several design alternatives prior to the present focus on
geothermal energy and a geoexchange system. In addition, we completed a geothermal
test well to validate the suitability of these sites for geoexchange. The geothermal
systems are coupled with high efficiency VRF and ERV HVAC systems within the fire
houses along with high efficiency lighting and building envelope.
FINANCIAL IMPLICATIONS:
Match funds are not required.

STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Without the funds from the Geothermal Grant Program, the City would be required to pay
for the full amount of the geothermal improvements.
RECOMMENDATION:
Approve the Ordinance.

BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
Project Account CI2451, Geothermal Grant Fire Station 6, is hereby established.
SECTION 2.
Project Account CI2452, Geothermal Grant Fire Station 8, is hereby established.
SECTION 3.
Project Account CI2453, Geothermal Grant Fire Station 11, is hereby established.
SECTION 4.
Municipal Corporation, and the State of Colorado, Colorado Energy Office ("CEO"), Geothermal
Energy Grant Program, a copy of which is attached, having been approved as to form by the City
Attorney, is hereby approved.
SECTION 5.
Subject to encumbrances by the Colorado Energy Office, funds from the Geothermal
Energy Grant Program in the amount of $90,000 are hereby budgeted and appropriated for the
Geothermal Grant Fire Station No. 6, Project Account No. CI2451.
SECTION 6.
Subject to encumbrances by the Colorado Energy Office, funds from the Geothermal
Energy Grant Program in the amount of $90,000 are hereby budgeted and appropriated for the
Geothermal Grant Fire Station No. 8, Project Account No. CI2452.
SECTION 7.
Subject to encumbrances by the Colorado Energy Office, funds from the Geothermal
Energy Grant Program in the amount of $90,000 are hereby budgeted and appropriated for the
Geothermal Grant Fire Station No. 11, Project Account No. CI2453.
SECTION 8.
The Mayor is authorized to execute and deliver the IGAs in the name of the City of Pueblo
and the City Clerk is directed to affix the seal of the City thereto and attest same.
SECTION 9.
The officers of the City are authorized to perform any and all acts consistent with this
Ordinance and IGAs to implement the policies and procedures described herein.
SECTION 10.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
