A RESOLUTION AWARDING AN AGREEMENT WITH ON-CALL
TRANSPORTATION TECHNICAL ASSISTANCE CONSULTANT
BOHANNAN HUSTON, INC. TO PREPARE AND DEVELOP THE
2050 LONG RANGE TRANSPORTATION PLAN IN THE AMOUNT
OF $ 298,900, FROM TP2440 AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME
WHEREAS, pursuant to the approved Agreements of On-Call Transportation Technical
Assistance, proposals for Bid No. 22-069, 2050 Long Range Transportation Plan have been
requested, received, and examined; and,
WHEREAS, the proposal of Bohannan Huston, Inc. of $298,900 was determined to be
the most advantageous to the city, and in the best interest of the City; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Agreement for On-
f by reference, by
and between City of Pueblo, a Colorado Municipal Corporation and Bohannan Huston, Inc. to
provide On-Call Transportation Technical Assistance for the 2050 Long Range Transportation
Plan, after having been approved as to form by the City Attorney, is hereby approved.
SECTION 2.
Funding in the amount of $298,900 will be paid from account TP2440, Special Projects
and Other Transportation Mode Planning.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said agreement on behalf of the
City of Pueblo, a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City
thereto and attest the same.
SECTION 4.
The officers of the City are authorized to perform any and all acts consistent with this
Resolution to implement the policies and procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval

SUMMARY:
This Resolution awards and authorizes the purchasing agent to execute an agreement
with Bohannan Huston, Inc. to Bid 22-069 Pueblo Regional On-Call Transportation
Technical Assistance- 2050 Long Range Transportation Plan.
PREVIOUS COUNCIL ACTION:
Resolution 15128 dated January 23, 2023, approved agreements for technical
transportation planning services between PACOG/MPO, the City of Pueblo, and Wilson
and Company, Inc., and Bohannon-Huston, Inc for Bid No. 22-069 Pueblo Regional On-
Call Transportation Technical Assistance Consulting Services.
Resolution 10860 dated December 23, 2024, budgeted and appropriated FY 2024-2025
Urban Transportation Planning funds comprised of $380,732 in FY 2025 Federal
Highway Administration Consolidated Planning Grant (CPG) funds and estimated
carryover funds from FY 2024 FHWA CPG funds in the amount of $537.553.43 for tasks
identified in the FY 2024-2025 Unified Planning Work Program (UPWP)
BACKGROUND:
The City has requested proposals from qualified technical transportation planning firms
to assist the City with On-Call Transportation Technical Assistance services. Two on-call
master contracts were awarded to the following firms: Wilson and Company Inc., and
Bohannan-Huston, Inc.
The current Project, 2050 Long Range Transportation Plan, is the second project under
these master agreements and includes the preparation and development of the 2050
Long Range Transportation Plan that includes public participation, understanding
existing documentation, identifying current and potential funding opportunities,
addressing land use and housing and their relationship to all modes of transportation,
update growth and trends data, create vision, goals, and projects that compliment public
input addressing multiple modes of transportation.
Both On-Call Transportation Technical Assistance firms were invited to submit a
proposal for the project, including Compliance with the Greenhouse Gas Rule, Project
Management, and various deliverables.
FINANCIAL IMPLICATIONS:
Funding in the amount of $298,900 will be paid from account TP2440 Special Projects
and Other Transportation Mode Planning.
BOARD/COMMISSION RECOMMENDATION:
None.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Denial of this Resolution will cancel the Project and the Pueblo Area Council of
Governments Metropolitan Planning Organization will be at risk of non-compliance with
the Federal Highway Administration under 23 U.S.C ยง134.
RECOMMENDATION:
Approval of the Resolution.
