A RESOLUTION APPROVING A PROFESSIONAL SERVICES
AGREEMENT BETWEEN THE CITY OF PUEBLO, A COLORADO
MUNICIPAL CORPORATION, AND COMMUNITYSCALE, LLC
RELATING TO BID 24-142, CONSULTANT FOR PREPARATION
OF 2025-2029 CONSOLIDATED PLAN AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME
WHEREAS, proposals for Project No. 24-142 Consultant for Preparation of the 2025-2029
Consolidated Plan have been received and examined; and
WHEREAS, CommunityScale, LLC has been selected to provide professional services
for said Project; NOW, Therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Agreement for Professional Services dated February 10, 2025, between the City of
Pueblo, A Colorado Municipal Corporation, and CommunityScale, LLC, of which a copy Is
attached hereto and on file at the office of the City Clerk, having been approved as to form by the
City Attorney, is hereby approved.
SECTION 2.
Funds in the amount of $3,990.00 shall be paid from CD2201, Community Development
Block Grant Administration, and $30,000.00 shall be paid from HS2503, General Fund.
SECTION 3.
The Purchasing Agent is hereby authorized to execute and deliver said Agreement on
behalf of the City of Pueblo, and the City Clerk shall affix the Seal of the City thereto and attest
same.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent with
this Resolution to implement the policies and procedures described herein.

2025-2029 CONSOLIDATED PLAN AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME
SUMMARY:
This Resolution approves an Agreement for professional services relating to Bid No. 24-
142, Consultant for Preparation of 2025-2029 Consolidated Plan.
PREVIOUS COUNCIL ACTION:
City Council established the Project CD2201, and budgeted and appropriated
$291,860.00 in grant funds from the United States Housing and Urban Development
(HUD) Community Development Block Grant (CDBG) Program.
City Council established the Project HS2503, and budgeted and appropriated
$30,000.00 in general funds.
BACKGROUND:
The City solicited proposals (Bid No. 24-142) for consultants to complete a required 5-
year Consolidated Plan for the Community Development Block Grant (CDBG) and
HOME Investment Program grant funds. Four consulting firms submitted proposals, and
Community Scale, LLC was selected as the most qualified to complete the Project. The
total cost to complete the project was $33,990.00.
FINANCIAL IMPLICATIONS:
The total Project budget will be funded through two established funding sources:
CD2201, Community Development Block Grant Program Administration - $3,990.00
HS2503, General Fund -$30,000.00
BOARD/COMMISSION RECOMMENDATION:
Not Applicable.
STAKEHOLDER PROCESS:
The 5-year Consolidated Plan requires extensive public input and comment. This
includes a minimum of two public meetings, and seven virtual public engagement
services, and other community development initiatives. Additionally, direct engagement
directly with key stakeholders will be incorporated into the process.
ALTERNATIVES:
Denying this Resolution will result in the readvertising for proposals for this Project.
RECOMMENDATION:
Approval of the Resolution.
