HomeMy WebLinkAbout6288RESOLUTION NO. 6288 A RESOLUTION OPPOSING PROPOSED AMENDMENT NO. 6 TO THE CONSTITUTION OF THE STATE OF COLORADO WHEREAS, Proposed Amendment No. 6 to the Constitution of The State of Colorado the so- called "taxpayers' bill of rights" has been submitted to a vote of the people at the general election to be held on November 8, 1988, and WHEREAS, Proposed Amendment No. 6 is an initiated amendment to certain tax provisions of the Colorado Constitution, and WHEREAS, the language and provisions of Proposed Amendment No. 6 are unclear and ambiguous and in some instances requires two -third voter approval instead of the traditional majority voter approval for tax increases and bond issues, thereby allowing a one -third minority to control the majority, and WHEREAS, Proposed Amendment No. 6 if adopted would impose expensive, inflexible, unnecessary and impractical restrictions, limitations and procedures upon the City's ability to raise revenue required and necessary to provide basic services to the people of the City of Pueblo, and WHEREAS, Proposed Amendment No. 6 is not just a tax limita- tion as advertised by its proponents but is also a rollback of tax which would put critical services of the City at risk and interfere with the City's ability to meet critical needs of its citizens, and WHEREAS, Proposed Amendment No. 6 would make it more diffi- cult and expensive to sell City's bonds for capital improvement projects such as street, water, and sewer projects and would impede physical and economic development of the City; NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF PUEBLO, COLORADO, that: SECTION 1. The City Council of the City of Pueblo does hereby unequivo- cally oppose Proposed Amendment No. 6 and encourages the people of the City of Pueblo to vote against Proposed Amendment No. 6.
