A RESOLUTION SETTING FEES TO BE CHARGED FOR CONTRACTOR AND CRAFTSMAN
LICENSES, CONSTRUCTION PERMITS AND BUILDING INSPECTIONS.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION I: Contractor and Craftsman License Fees
All contractors performing construction work shall pay annual license
fees as delineated below:
A. Contractor Licenses

E. Multiple Licenses
For those contractors possessing multiple licenses, the total
fee shall be equal to the cost of the highest license fee plus 65%
of the sum of the fees for the other licenses rounded to the next
highest $ 5.00.
F. Renewal Fees
1. For all licenses renewed between December 1 and January 31 of
the following year, the fee shall be equal to the annual fee.
2. For licenses renewed between February 1 and March 31 of each
year, the fee shall be the annual license fee plus a penalty
of 50% of the annual fee rounded to the next highest $ 1.00.
3. For licenses renewed between April 1 and June 30 of each year,
the fee shall be twice the annual license fee.
4. If a license is not renewed prior to June 30, it shall expire
in accordance with Section 4 -1 -23 of the 1971 Code of Ordinances
of the City and County of Pueblo. If either the licensee or the
company whose license has expired applies for a new license
within two years of the date on which the former license
expired, the initial license fee shall be double the annual
license fee.

SECTION II: Fees General
As provided by Section 304 of the Uniform Building Code adopted by
Section 4 -2 -1 of the 1971 Code of Ordinances, as amended, applicants for
construction permits shall pay the following permit, reinspection,
investigation and miscellaneous fees:
A. Advance Construction Starts:
1. The Building Official may issue a preliminary permit to start
construction prior to the issuance of the final Building Permit,
or before the entire plans or specifications for the building or
structure have been submitted or approved, provided adequate
information and details have been submitted which clearly
indicate compliance with the pertinent requirements of the code.
2. No permits shall be issued until approval has been received from
all other appropriate City and County agencies.
3. To start construction prior to the issuance of a building
permit, a permittee may proceed only to the point of construction
for which the permit has been given, and at his own risk, and
without any expressed or implied assurances that changes will
not be required in the final design to insure code compliance.
4. The Permit fees described in this section shall be 25% of the
indicated final fee and shall be credited against payment of
the final fee except for an administrative fee of $ 15.00 for
each permit.
5. Advance permits for plumbing, mechanical (HVAC), and electrical
work shall be issued under the same guidelines listed above for
building permits.

B. Fees Required
Any person desiring to do or causing to be done any work for which
a permit is required, shall at the time the permit is issued therefore,
pay a fee in the amount fixed by this resolution.
When work for which a permit is required is started prior to
obtaining a permit, the fees shall be doubled, although, for just
cause, the double fee may be waived at the discretion of the Building
Official. The payment of such double fee shall not relieve any persons
from fully complying with the requirements of the Building Code to
perform the work nor from any other penalties prescribed. This
double fee shall not apply to any emergency or urgently necessary work
if a permit for such work is subsequently obtained as provided for
herein within three working days following the performance of the
work. Failure to comply with this condition, shall void the exception.
In addition to the penalties specified above, whenever a contractor
or subcontractor begins work on a project prior to obtaining the
necessary license as required by Section 4 -1 -9 of the 1971 Code of
Ordinances of the City and County of Pueblo, such contractor or
subcontractor shall pay twice the normal permit fee charged for the
work being performed. Payment of such penalty shall not relieve the
contractor or subcontractor from complying with the license require-
ments or of the provisions of any other section of the code. This
penalty may be waived, for just cause, at the discretion of the
Building Official.

SECTION III: Plan Inspection Fees:
Plan inspection fees shall be charged as follows:
A. New one and two family dwellings ....... $ 25.00 per building
B. New apartment buildings not
over two stories high .................. 10.00 per dwelling unit
C. New residential garages and
accessory buildings and 10.00 per building or
structures ............................. structure
D. Additions and alterations to
existing one, two, and three
family dwellings, apartment

Plans examination by the Department is provided as a service and
approval by the Department shall not relieve the architect, engineer,
contractor, or owner of the responsibility of complying with all pro-
visions of the applicable codes and shall not constitute approval or any
representation by the Department that such plans comply with such codes.
Fifty percent (50 %) of all fees collected for plans examination shall
be credited to the fee provided construction begins within six months
from the date the plans are submitted for plan review. If a building
permit is not issued within six months, such fees shall be full payment
for the plan review and no credit shall be given. Plans examination
fees for plumbing, HVAC, and electrical work shall be charged as
building fees.

SECTION IV: Building Permit Fees - New Buildings and ,Additions:
A. Building permits for new buildings and additions to existing buildings
shall be issued to include only the work shown on approved plans and
specifications.
B. Building permit fees for new buildings and additions to existing
buildings shall be based on the contract value of the project less the
cost of mechanical, electrical, plumbing and sprinkler work.
C. The contract value to determine fees shall be calculated as follows:
1. New residences and additions (wood frame):

b. Other floors ....................... 18.00 per square foot
c. Basement - Finished ................ 12.00 per square foot
d. Basement - Unfinished .............. 8.00 per square foot

5. A minimum fee of $ 25.00 shall be charged for all permits. The
total fee will be calculated in accordance with this section but
if the fee is less than $ 25.00, the minimum will apply. If a
permit is cancelled, prior to any work being done, fees will be
refunded except for a service charge of $ 15.00.
D. Permit fees shall be based upon the valuation determined in "C"
above by the following:

E. Building Permit Fees - alterations and rehabilitation
1. Building permits for alterations of existing, multistoried
building shall require a permit for each floor, except all
floors occupied by a single tenant shall require only one permit.
2. Building permits for alterations to existing building shall be
issued to include only the work shown on the approved plans and
specifications.
3. Building permits for alterations shall be calculated in the same
manner as new structures.

Mechanical permit fees shall be as follows:
A. Fees for prestart permits and plans examinations shall be charged as
described in Sections II and III.

SECTION VII: Electrical Permit Fees:
Electrical permit fees shall be as follows:
A. Fees for prestart and plan inspection shall be charged as described
in Sections II and III.
B. Residential (This includes modular and mobile homes, travel trailers,
duplexes and condominiums.) Construction, remodeling and additions are
based on square feet of living area.

All other fees shall be charged on the value of the contract for
electrical work, including all fixtures and the installation thereof.

SECTION VIII: Fire Protection Systems:
A. Fire system permits shall be required for all structures as indicated
below, with the following exceptions:
1. Low voltage systems installed in 1, 2, or 3 family dwellings are
exempt from the provisions of this section.
2. Only one fire protection system permit shall be required for each
building of 1, 2, or J family dwellings.
B. The basic issuance fee shall be $ 15.00 for all permits.
C. Fire alarm permit - fire detection and alarm systems.
1. Fire alarm permits shall be required for fire detection and
alarm systems as follows:
a. Fire detection and alarm systems include both "line voltage"
(over 49 volts) and "low voltage" (49 volts or less).
b. Only a licensed electrical contractor shall be issued a permit
to install a "line voltage" system.
c. All "line voltage" connections to a "low voltage" system
shall be installed by a licensed electrical contractor and
shall require an electrical permit.
2. Fire alarm permit fees for fire detection and alarm systems, in
addition to the basic fee noted in "B" above shall be charged as
follows:
a. Battery powered automatic household fire warning No permit or
devices when used in residential building ........ fee required
b. Fire detection systems, other than those men-
tioned above, when installed in 1, 2, or 3 $ 10.00 per
family dwellings .. ............................... dwelling unit
c. Fire detection and alarm systems, in all other ... $ 0.25 per 100
occupancies, including outlets, alarmd, detectors, sq. ft. with a
horns, audible signalling devices, loudspeakers, minimum fee of

D. Fire Protection Permit - automatic fire suppression system.
1. Fire protection permits shall be required for automatic fire
suppression systems as follows:
a. Construction of accessory on -site water supply and fire
pump buildings or structures shall require separate building
permits and fees, in addition to the Fire Protection permit
and fee.
b. On -site water supply piping shall be included in the Fire
Protection system permit issued for the building.
c. No permits or fees shall be required for portable fire
protection systems within residential kitchen range hoods
and ducts.
2. In addition to the issuance fee noted in "B" above, fire protection
permit fees for automatic fire suppression systems shall be charged
as follows:

E. Where fire alarm systems are included as part of the normal electrical
contract, fees shall be charged as part of the basic contract. This section
shall apply only where a separate fire system contractor is retained to
perform the work.

SECTION IX: Sign, Moving and Wrecking Permits:
A. Sign Permits
All applications for sign permits under the Uniform Sign Code shall pay
a minimum issuance fee of $15.00 for each permit. In addition, flat wall
signs shall be assessed a fee of $ 2.00 per 20 square feet of sign surface
area or fraction thereof and projecting or free standing signs shall be
charged a fee of $ 4.00 per 20 square feet of sign surface area or portion
thereof.
B. Wrecking Permits
Each permit for wrecking a structure shall be assessed a basic fee
of $15.00 plus $10.00 per $1,000 of contract price or fraction thereof.
C. Moving Permits
Each permit for moving a structure shall be charged a basic fee of
$15.00 plus additional fees as follows:
For the first 500 square feet of structure ............... $ 15.00
For each additional 100 square feet or fraction thereof .. 3.00
Structures less than 8 feet in width and /or containing less than
1,000 cubic feet of space shall be exempt from permits.

SECTION X: Miscellaneous Inspection Fees:
A. To inspect residential (single family) property in connection
with the resale of the property, the fee shall be 1 /10 of 1% of the
selling price (.001 times the selling price) with a minimum of
$30.00 and a maximum of $120.00.
B. To inspect commercial property in connection with either a
change of occupancy or ownership, the fee shall be calculated on a
square footage basis as follows:
Up to 1,000 square feet ............ $ 50.00
Over 1,000 square feet ............. $ 50.00 plus $ 2.00 for each
100 square feet in excess of
1,000 to a maximum of $ 300.00
C. To inspect buildings required to be inspected for transfer or
licensing- cabarets, hotels, motels, and similar buildings- the
fee shall be $ 50.00.
D. To inspect a building in response to a complaint, no fee shall
be charged. For permits issued to correct code deficiencies
discovered on such an inspection, a surcharge of 50% of the normal
permit fee shall be charged with a maximum surcharge fee of $ 50.00
for residential properties and $ 100.00 for commercial properties.
E. Regular inspections conducted outside of normal office hours at
the request of a permittee, will be charged at the rate of $ 30.00
per hour with a minimum of 2 hours.
F. Reinspection: If work covered by any permit or inspection
required by the Building Code is improperly installed which requires
one or more reinspections, the Building Official shall charge a fee
for each reinspection. The reinspection fee shall equal the original
permit or inspection fee but shall not exceed the sum of $ 35.00 for

each reinspection required to achieve code compliance. This fee
shall also be charged if an inspection is requested and the
inspector is unable to enter the property to make the inspection.
The Building Official may waive the reinspection fee if he determines
the failure to complete or install the work according to code was
caused by circumstances beyond the control of the contractor or
owner.
G. Inspections for which no fee is specifically indicated shall be
assessed at the rate of $ 35.00 per hour with a minimum charge of
one hour.
H. Fees for prefabricated assemblies, including modular structures,
shall be charged the same fees for comparable services listed herein
for "built -on- site" structures.
I. The final certificate of occupancy shall be included with the
permit fee. Partial, temporary or preliminary occupancy certificates
shall be charged an additional fee as follows:
Residential properties - $ 10.00 per unit up to 4 units.
All other structures - $ 25.00 per certificate.
SECTION XI. Building Codes Applicable to City Buildings
All codes referred to herein shall be applicable to buildings owned or
occupied by the City of Pueblo, its departments, divisions and agencies. The
City shall comply with the provisions of such codes including obtaining permits
for all work performed and paying permit fees. The City shall be exempt,
however, from the payment of fees during those years that the City pays to
the Building Department a subsidy of 10% or greater of the Department's total
approved budget.
SECTION X.H.
Resolution No. 5493, passed and approved on November 29, 1984 and Resolution
No. 5515 passed and approved on December 27, 1984 are hereby recinded.
SECTION XIII.
This resolution shall become effective on the first day of the month
following adoption.
