A RESOLUTION ADOPTING AND APPROVING THE FINAL
WRITTEN PROPOSAL OF THE CITY OF PUEBLO TO THE
SOLE AND EXCLUSIVE BARGAINING AGENT FOR THE
CITY OF PUEBLO FIRE FIGHTERS, INTERNATIONAL
ASSOCIATION OF FIRE FIGHTERS LOCAL 3 FOR
CALENDAR YEARS 1989, 1990 and 1991
WHEREAS, the City of Pueblo and the International Association
of Fire Fighters Local 3 have failed to reach agreement on a
collective bargaining agreement to become effective January 1,
1989 within the time limits set by the City Charter; and
WHEREAS, the Charter of the City of Pueblo requires arbitra-
tion in such event and further requires that the corporate
authorities submit a final written proposal prior to such
arbitration; and
WHEREAS, the
City's 1988
annual cost
for salary and the
following benefits

WHEREAS, in addition to the above salary and benefits, each
fire fighter in the bargaining unit with 10 years of service on a
twenty -four hour shift schedule is entitled to: paid leave each
year consisting of 8 twenty -four hour shifts vacation, 6 twenty -
four hour shifts additional leave in lieu of holidays, 8 -1/2
twenty -four hour shifts sick leave with an accrual of 84 twenty-
four hour shifts; overtime compensation of one and one -half times
regular salary; call back compensation; one year injury leave with
full salary and benefits; and, if applicable, paid funeral leave,
paid union business leave, military leave, and educational
incentives; and
WHEREAS, the budget for the Fire Department has increased to
$5,723,007 for the year 1988 from $3,567,880 for the year 1978;
and
WHEREAS, a three year contract will eliminate the time,
turmoil and expense which has been involved in the negotiation and
arbitration process each year for the past several years; and
WHEREAS, the City Council finds and determines that the
salary and other benefits payable to members of the Fire Depart-
ment are fair and reasonable; and
WHEREAS, the 1989, 1990 and 1991 budgets for the City of
Pueblo will require substantial expenditures in all areas of
essential public services, capital expenditures, and economic
development; and
WHEREAS, the City Council finds that for all of the above
reasons, fiscal responsibility requires that the City wage
proposal for calendar year 1989, 1990 and 1991 for each member of

the bargaining unit represented by the fire fighters union be
limited to the following increases; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION I
The final written proposal of the City of Pueblo to the
International Association of Fire Fighters Local 3 for calendar
year 1989, 1990 and 1991 is:
ARTICLE 10. WAGES
The basic rate of pay established by ordinance for 1988
for each member of the bargaining unit shall be increased by
$165 per month as follows: $50 per month beginning January 1,
1989; $55 per month beginning January 1, 1990; and $60 per
month beginning January 1, 1991.
ARTICLE 24. FAMILY MEDICAL COVERAGE
Current language is deleted and replaced by the
following:
The City shall contribute on behalf of each employee in
the bargaining unit the following maximum monthly amount
toward the actual cost of an employee's membership in a
health benefit plan covering such employee:
(a) For an individual membership $76.15; or
(b) For a family membership $201.15.
The health benefit plan will provide hospital and
surgical benefits. Major medical coverage will have the
following maximum deductibles and coinsurance:
(a) Under an individual membership, $100.00 deductible

and $400.00 coinsurance.
(b) Under a family membership, $200.00 deductible and
$800.00 coinsurance.
The City and Union will form a committee composed of two
designated representatives of the Union and two designated
representatives of the City to meet and confer in the deter-
mination of the benefits to be provided and cost - containment
provisions to be included under such employee health benefit
plan and for the selection of the provider of such benefits.
If the committee is unable to agree in a timely manner as to
such benefits, cost - containment provisions, and /or provider,
the City reserves the right to determine and select such
benefits, cost - containment provisions, and /or provider. If
an employee lives outside the service area of the bargaining
unit, the City reserves the right to pay directly to such
employee the City's contribution toward the cost of member-
ship in such health benefit plan and such employee shall not
be covered thereunder.
Each firefighter shall be paid $50 per month as a
benefit pool. Each firefighter has the annual option
exercisable in writing on or before September 15 to have all
or part of this amount applied toward health care premiums
for the next calendar year; otherwise this amount shall be
payable to the firefighter on or before the 20th day of each
month.
ARTICLE 51. DURATION OF AGREEMENT.

This Agreement shall become effective January 1, 1989
and all of its provisions shall remain fully effective
through December 31, 1991.
All other provisions of the current collective bargaining
agreement shall remain unchanged except for the following changes
agreed upon by the parties during the 1988 negotiating sessions:
Article 12, Tuition Refund; Article 13, Military Leave; Article
16, Funeral Leave; Article 23, Work Schedules, Group A
Firefighters; and Article 29, Union Activity.
