HomeMy WebLinkAbout6215RESOLUTION NO. 6215 A RESOLUTION ADOPTING AND APPROVING THE FINAL WRITTEN PROPOSAL OF THE CITY OF PUEBLO TO THE SOLE AND EXCLUSIVE BARGAINING AGENT FOR THE CITY OF PUEBLO OTHER CLASSIFIED EMPLOYEES, PUEBLO ASSOCIATION OF GOVERNMENT EMPLOYEES, FOR CALENDAR YEARS 1989, 1990 AND 1991 WHEREAS, the City of Pueblo and the Pueblo Association of Government Employees have failed to reach agreement on a collective bargaining agreement to become effective January 1, 1989 within the time limits set by the City Charter; and WHEREAS, the Charter of the City of Pueblo requires arbitra- tion in such event and further requires that the corporate authorities submit a final written proposal prior to such arbitration; and WHEREAS, the City's 1988 annual cost for salary and the following benefits provided to typical classes of employees in this bargaining unit with ten years of service is: WHEREAS, in addition to the above salary and benefits, each Senior Clerk Park Sweeper Laborer Typist Caretaker Operator Salary $16,164 $17,496 $18,408 $21,684 Longevity Pay 450 450 450 450 Uniform Allowance 200 - -- 200 200 Family Health Insurance 2,511 2,511 2,511 2,511 Dental Insurance 295 295 295 295 Pension Contributions 1,694 1,830 1,923 2,257 TOTAL $21,314 $22,582 $23,787 $27,397 WHEREAS, in addition to the above salary and benefits, each employee in the bargaining unit with 10 years of service is entitled to: paid leave each year consisting of 18 days vacation, 10 days of paid holidays, 2 days paid personal leave, 18 days paid sick leave with an accrual of 200 days; overtime compensation of one and one -half times regular salary; call back compensation; one year injury leave with full salary and benefits; and, if applicable, 6 days paid funeral leave, paid union business leave, military leave, and educational incentives; and WHEREAS, the City Council finds and determines that the salary and other benefits payable to members of the classified service are fair and reasonable; and WHEREAS, a three year contract will eliminate the time, tur- moil and expense which has been involved in the negotiation and arbitration process each year for the past several years; and WHEREAS, the 1989, 1990 and 1991 budgets for the City of Pueblo will require substantial expenditures in all areas of essential public services, capital expenditures, and economic development; and WHEREAS, the City Council finds that for all of the above reasons, fiscal responsibility requires that the City wage proposal for calendar years 1989, 1990 and 1991 for each member of the bargaining unit represented by the Pueblo Association of Government Employees be limited to the following increases; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1 The final written proposal of the City of Pueblo to the -2- Pueblo Association of Government Employees for calendar years 1989, 1990 and 1991 is: ARTICLE 15. WAGES AND OTHER PAYMENTS. Section 1. Wage Increases for 1989, 1990 and 1991. The basic rate of pay established by ordinance for 1988 for each member of the bargaining unit shall be increased by $165 per month as follows: $50 per month beginning January 1, 1989; $55 per month beginning January 1, 1990; and $60 per month beginning January 1, 1991. ARTICLE 25. HEALTH, HOSPITALIZATION AND DENTAL INSURANCE. Sections 1, 3, 4 and 6 are deleted and replaced by the following: The City shall contribute on behalf of each employee in the bargaining unit the following maximum monthly amount toward the actual cost of an employee's membership in a health benefit plan such as Blue Cross Custom Plus covering such employee: (a) For an individual membership $98.14; or (b) For a family membership $209.27. The health benefit plan will provide hospital and surgical benefits. Major medical coverage will have the following maximum deductibles and coinsurance: (a) Under an individual membership, $100.00 deductible and $400.00 coinsurance. (b) Under a family membership, $200.00 deductible and -3- $800 coinsurance. The City and Union will form a committee composed of two designated representatives of the Union and two designated representatives of the City to meet and confer in the deter- mination of the benefits to be provided and cost - containment provisions to be included under such employee health benefit plan and for the selection of the provider of such benefits. If the committee is unable to agree in a timely manner as to such benefits, cost- containment provisions, and /or provider, the City reserves the right to determine and select such benefits, cost - containment provisions, and /or provider. If an employee lives outside the service area of the bargaining unit, the City reserves the right to pay directly to such employee the City's contribution toward the cost of member- ship in such health benefit plan and such employee shall not be covered thereunder. ARTICLE 33. TERM OF AGREEMENT. This Agreement shall become effective January 1, 1989 and all of its provisions shall remain fully effective through December 31, 1991. All other provisions of the current collective bargaining agreement shall remain effective and unchanged except for the following changes agreed upon by the parties during the 1988 negotiating sessions: Article 12, Probation; Article 15, Section 6, Standby Pay; Article 16, Uniform Allowance; Article 18, Section -4- 6, Standby Time; Article 20, Section 4, Time Off to Vote; Article 22, Meal Periods and Rest Periods; and Article 24, Vacation Rosters.
