HomeMy WebLinkAbout6132RESQLUTjCN No. 6132 WHEREAS, the Board of Commissioners and Pueblo City Council of Pueblo, Colorado determines and declares that it is in the best interest of the residents of Pueblo County that emergency medical services be coordinated through voluntary action and the quality of such services improved and maintained to the extent reasonably feasible; and WHEREAS, the Board and Council further determines that to advance the foregoing goals an advisory council to be known as the Pueblo County Emergency Medical Services Council should be established; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COMMISSIONERS AND CITY COUNCIL that: SECTION 1 There is hereby established the Emergency Medical Services Council ( "EMS Council ") as an advisory group to the Board of County Commissioners and City Council. The EMS Council shall perform the following functions: 1. Study, evaluate and advise all prehospital emergency service activities within Pueblo County. 2. Make available training materials on emergency medical services including standards and protocols promulgated by the American Heart Association, American College of Emergency Physicians, Emergency Nurses Association, and American College of Surgeons and American Red Cross. 3. Develop goals for ambulance and /or EMT response time throughout the urban and rural areas of the County. 4. Promote EMT, CPR and First Aid training for the general population. 5. Establish a recommended uniform record keeping system to assist in evaluating the quality of EMS services. 6. Develop, in consultation with State and National authorities, a program of training for EMS personnel so as to reduce the risk of accident and injury. 7. Develop and implement an informal dispute resolution system to investi- gate and resolve grievances as may be directed to the EMS Council from any source. The dispute resolution process shall be designed to insure the confidentiality of all patients' information and records and all grievances regarding the provision of medical services.
