A RESOLUTION APPROVING A PROFESSIONAL SERVICES
AGREEMENT BETWEEN THE CITY OF PUEBLO, A
COLORADO MUNICIPAL CORPORATION, AND STANTEC
CONSULTING SERVICES, INC RELATING TO BID NO. 24-115,
CONSULTANT FOR EPA BROWNFIELDS STUDY, FOR
PLANNING DEPARTMENT AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE SAME
WHEREAS, proposals for the Project No. 24-115 Consultant for EPA Brownfields Study
for Planning Department have been received and examined; and,
WHEREAS, Stantec Consulting Services, Inc. has been selected to provide
professional services for said Project; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The Agreement for Professional Services dated January 27, 2025, between the City of
Pueblo, a Colorado Municipal Corporation, and Stantec Consulting Services, Inc. of which a
copy is attached hereto and on file at the office of the City Clerk, having been approved as to
form by the City Attorney, is hereby approved.
SECTION 2.
Funds in the amount of $750,000 for said professional services shall be paid from
PL2501, EPA Brownfields Study for Planning Department Project, and $250,000 shall be paid at
a later date in 2025.
SECTION 3.
The Purchasing Agent is hereby authorized to execute and deliver said Agreement on
behalf of the City of Pueblo, and the City Clerk shall affix the Seal of the City thereto and attest
same.
SECTION 4.
The officers and staff of the City are authorized to perform any and all acts consistent
with this Resolution to implement the policies and procedures described herein.
SECTION 5.
This Resolution shall become effective immediately upon passage and approval.

AUTHORIZING THE PURCHASING AGENT TO EXECUTE SAME
SUMMARY:
This Resolution approves an Agreement for professional services relating to Bid No.
24-115, Consultant for EPA Brownfields Study for Planning Department.
PREVIOUS COUNCIL ACTION:
City Council established the Project PL2501 and budgeted and appropriated $750,000
in grant funds from the United State Environmental Protection Agency (USEPA)
Brownfields program Grant No. 00I02100.
BACKGROUND:
The City solicited proposals (Bid No. 24-115) for consultants to complete professional
services for the United States Environmental Protection Agency Brownfields
Multipurpose grant for Planning Department. Four consulting firms submitted proposals,
and Stantec Consulting Services Inc. was selected as the most qualified to complete
the Project. The total cost to complete the three phases within the scope of services for
the Project is $100,000,000. The USEPA has released the first $750,000 for the
Project and will authorize the remaining $250,000 early in 2025. The Project consists of
money for hazardous waste testing, evaluating and comprehensive planning in
-and moderate-income designated neighborhoods of the East Side,
Bessemer, and West Side. Funds can be used for redevelopment or economic
planning as well as testing for contamination. The Project will also provide limited funds
for physical clean-up of El Centro Del Quinto Sol Community Center. Stantec is a
recognized regional leader in Brownfields Consulting services and has executed
successful projects in Trinidad, Fremont County, Denver, and Colorado Springs. The
scope of services for the Project includesfour tasks:
Task 1 - Administration and engagement: $67,000
Task 2 Cleanup: $333,000
Task 3 - Assessments and Inventory: $400,000
Task 4 Re-use and Area Wide Planning: $200,000
Total Scope of Services: $1,000,000
FINANCIAL IMPLICATIONS:
The total Project budget, PL2501 will be funded through the following sources:
EPA Grant Award No. 00I02100 $750,000
The USEPA has released the first $750,000 for the Project and will authorize the
remaining $250,000 early in 2025 for a total EPA Grant Award of $1,000,000.
BOARD/COMMISSION RECOMMENDATION:
Not Applicable.
STAKEHOLDER PROCESS:
The grant requires the City to create a vibrant Brownfields Advisory Committee made
up of citizens, existing business, state and federal agencies as well as non-profits and
other agencies of the city dedicated to redevelopment such as the Urban Renewal
Authority. The Brownfields Advisory Committee will include Quarterly meetings to
-person open house events, focus
group meetings, meetings with City commissions and boards, a Project website with
questionnaires, relevant documents, and videos explaining the Project. The grant also
allows funds to be spent on helping private businesses evaluate levels of contamination
and assist redevelopment of projects by providing cost estimates for cleanup and
understanding the levels of hazardous materials. This grant will be crucial to
rehabilitating large vacant buildings.
ALTERNATIVES:
Denial of this Resolution will result in the readvertising for proposals for this Project.
RECOMMENDATION:
Approve the Resolution.
