A RESOLUTION ADOPTING AND APPROVING THE FINAL
WRITTEN PROPOSAL OF THE CITY OF PUEBLO TO THE
SOLE AND EXCLUSIVE BARGAINING AGENT FOR THE
CITY OF PUEBLO FIRE FIGHTERS, INTERNATIONAL
ASSOCIATION OF FIRE FIGHTERS LOCAL 3 FOR
CALENDAR YEAR 1988
WHEREAS, the City of Pueblo and the International Association
of Fire Fighters Local 3 have failed to reach agreement on a
contract for 1988 within the time limits set by the City Charter;
and
WHEREAS, the Charter of the City of Pueblo requires arbitra-
tion in such event and further requires that the corporate
authorities submit a final written proposal prior to such
arbitration; and
WHEREAS, the City's annual cost for salary commencing January
1, 1987 and the following benefits provided to fire fighters in
the bargaining unit with ten years of service is:

WHEREAS, in addition to the above salary and benefits, each
fire fighter in the bargaining unit with 10 years of service on a
twenty -four hour shift schedule is entitled to: paid leave each
year consisting of 8 twenty -four hour shifts vacation, 6 twenty -
four hour shifts additional leave in lieu of holidays, 8 -1/2
twenty -four hour shifts sick leave with an accrual of 84 twenty -
four hour shifts; overtime compensation of one and one -half times
regular salary; call back compensation; one year injury leave with
full salary and benefits; and, if applicable, paid funeral leave,
paid union business leave, military leave, and educational
incentives; and
WHEREAS, the budget for the Fire Department has increased to
$5,931,046 for the year 1987 from $2,945,271 for the year 1977;
and
WHEREAS, the City Council finds and determines that the
salary and other benefits payable to members of the Fire Depart-
ment are fair and reasonable; and
WHEREAS, the fire fighters union's last written proposal to
the City requests a three year contract with salary increases
ranging from 17.9% to 22.9% over such three year period, plus
other significant concessions; and
WHEREAS, the City Council finds that salary increases of the
magnitude proposed by the fire fighters union are not justified
and cannot be granted without either cutbacks in other essential
services or a tax increase, or both; and
WHEREAS, the 1988 budget for the City of Pueblo will require
substantial expenditures in all areas of essential public
services, capital expenditures, and economic development; and

WHEREAS, the City Council finds that for all of the above
reasons, fiscal responsibility requires that the City wage
proposal for calendar year 1988 for each member of the bargaining
unit represented by the fire fighters union be limited to an
increase of $540.00 per year; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:

The final written proposal of the City of Pueblo to the
International Association of Fire Fighters Local 3 for calendar
year 1988 is:

During the term of this Agreement, fire fighters shall

ARTICLE 51.
This Agreement shall become effective January 1, 1988
and its provisions shall remain effective through December
31, 1988.
All other provisions of the current collective
bargaining agreement will remain unchanged during calendar
year 1988.
