HomeMy WebLinkAbout6003RESOLUTION NO. 6003 A RESOLUTION ADOPTING AND APPROVING THE FINAL WRITTEN PROPOSAL OF THE CITY OF PUEBLO TO THE SOLE AND EXCLUSIVE BARGAINING AGENT FOR THE CITY OF PUEBLO NATIONAL ASSOCIATION OF GOVERN- MENT EMPLOYEES LOCAL R9 -45 FOR CALENDAR YEAR 1988 WHEREAS, the National Association of Government Employees Local R9 -45 has requested arbitration of their proposals for salary increases and other issues for 1988; and WHEREAS, the Charter of the City of Pueblo requires such arbitration and further requires that the corporate authorities submit a final written proposal prior to such arbitration; and WHEREAS, the City's annual cost for salary commencing January 1, 1987 and the following benefits provided to typical classes of employees in this bargaining unit with ten years of service is: WHEREAS, in addition to the above salary and benefits, each employee in the bargaining unit with 10 years of service is entitled to: paid leave each year consisting of 18 days vacation, Senior Clerk Park Sweeper Laborer Typist Caretaker Operator Salary $15,624 $16,956 $17,868 $21,144 Longevity Pay 450 450 450 450 Uniform Allowance 200 - -- 200 200 Family Health Insurance 2,433 2,433 2,433 2,433 Dental Insurance 295 295 295 295 Pension Contributions 1,639 1,775 1,868 2,202 TOTAL $20,641 $21,909 $23,114 $26,724 WHEREAS, in addition to the above salary and benefits, each employee in the bargaining unit with 10 years of service is entitled to: paid leave each year consisting of 18 days vacation, 10 days of paid holidays, 2 days paid personal leave, 18 days paid sick leave with an accrual of 200 days; overtime compensation of one and one -half times regular salary; call back compensation; one year injury leave with full salary and benefits; and, if applicable, 5 days paid funeral leave, paid union business leave, military leave, and educational incentives; and WHEREAS, the City Council finds and determines that the salary and other benefits payable to members of the classified service are fair and reasonable; and WHEREAS, the classified employees' union has requested additional health insurance premiums plus salary increases ranging from $1,164 to $3,012 annually for the classes of whose salaries and benefits are set out above plus other significant concessions; and WHEREAS, the City Council finds that salary increases of the magnitude proposed by the classified employees' union are not justified and cannot be granted without either cutbacks in other essential services or a tax increase, or both; and WHEREAS, the 1988 budget for the City of Pueblo will require substantial expenditures in all areas of essential public services, capital expenditures, and economic development; and WHEREAS, the City Council finds that for all of the above reasons, fiscal responsibility requires that the City wage proposal for calendar year 1988 for each member of the bargaining unit represented by NAGE Union Local R9 -45 be limited to an increase of $540.00 per year; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: -2- cFrTTnM 1 The final written proposal of the City of Pueblo to the National Association of Government Employees Local R9 -45 for calendar year 1988 is: ARTICLE 15. WAGES AND OTHER PAYMENTS. Effective January 1, 1988, the monthly pay rate for each employee covered by this Agreement shall be increased by $45.00 per month. All other provisions of the current collective bargaining agreement will remain unchanged during calendar year 1988.
