HomeMy WebLinkAbout5998RESOLUTION NO. 5998 A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO, ADOPTING THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FINAL STATEMENT OF OBJECTIVES AND ACTIVITIES TO BE DONE WITH THE USE OF FUNDS MADE AVAILABLE THROUGH A SECTION 108 LOAN GUARANTEE AND AUTHORIZING THE CITY MANAGER TO SUBMIT THE STATEMENT AND OTHER NECESSARY DOCUMENTATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO OBTAIN $1,440,000 FOR THE FOUNTAIN CREEK FLOOD PROTECTION PROJECT - PUEBLO, COLORADO. WHEREAS, the City of Pueblo, hereinafter called City, is designated as an entitlement city under the Housing and Community Development of 1974, as amended through 1986 and WHEREAS, the City has held a public hearing on April 13, 1987, to obtain the views of citizens on the City's housing and community needs ; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: Section 1. The City Council hereby declares the City of Pueblo's Community Development Program has been developed so as to give maximum feasible priority to activities which will benefit low- and moderate- income families and /or aid in the prevention or elimination of slums and blight. Section 2. The City Council hereby adopts the attached Community Development Block Grant Final Statement of Objectives and Activities to be done with the use of funds made available through a Section 108 Loan Guarantee, which attachment is made a part of this Resolution. Section 3. The City Manager is hereby authorized and directed to submit the Final Statement of Objectives and Activities to be done with the use of funds made available through a Section 108 Loan Guarantee, together with other necessary documentation, including the required assurances, to the U.S. Department of Housing and Urban Development for approximately $1,440,000.00 in Federal Community Development Loan Guarantee funds and to affix his signature thereto. INTRODUCED APRIL 27 , 1987 BY: KENNETH HUNTER APPROVED: PRESIDENT 0 UNCIL ATTEST: CITY CLERK April 28, 1987 CITY OF PUEBLO, COLORADO, COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FINAL STATEMENT OF OBJECTIVES AND ACTIVITIES TO BE DONE WITH THE USE OF FUNDS MADE AVAILABLE THROUGH A SECTION 108 LOAN GUARANTEE FROM THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. The City Council of Pueblo, Colorado, proposes to help low and moderate income persons or neighborhoods; to provide jobs for low and moderate income persons; or for clearance of slum and blight. It is anticipated that approximately $1,440,000 in CDBG funds will be received by the City if the loan application is approved. Following is a description of the proposed project: Fountain Creek Flood Protection Project -- Pueblo, Colorado. The construction of levees and flood walls and excavation within the channel along the Fountain Creek through Pueblo, Colorado, from approximately East 14th Street downstream to near the confluence of the Arkansas River, providing the City with 200 -year flood protection. The lower income residential area on Pueblo's East Side has always been the hardest hit in previous floods. In the Fiscal Years 1985 and 1986, CDBG funds were utilized for the following projects: Housing, economic development, streets, water and sewer, parks and clearance or prevention of slum and blight. These activities were in compliance with the Community Development objectives as identified in the final statements prepared for the years mentioned above; they were also in compliance with the national objectives described in the Code of Federal Regulations Book 24, Part 570, Paragraph 901. The City of Pueblo has a Relocation Plan for minimizing displacement of persons actually displaced by such activities. This plan is available to the public for inspection during office hours Monday through Friday in the Department of Housing and Community Services on the third floor of City Hall. Lewis A.
