HomeMy WebLinkAbout5992RESOLUTION NO. 5992 A RESOLUTION ADOPTING AND APPROVING THE FINAL WRITTEN PROPOSAL OF THE CITY OF PUEBLO TO THE SOLE AND EXCLUSIVE BARGAINING AGENT FOR THE CITY OF PUEBLO POLICE OFFICERS, INTERNATIONAL BROTHERHOOD OF POLICE OFFICERS LOCAL 537 FOR CALENDAR YEAR 1988. WHEREAS, the International Brotherhood of Police Officers Local 537 has requested arbitration of their final written proposal for police salary increases for 1988; and WHEREAS, the Charter of the City of Pueblo requires such arbitration and further requires that the corporate authorities submit a final written proposal prior to such arbitration; and WHEREAS, the City's annual cost for salary commencing July 1, 1987 and the following benefits provided to police officers in the bargaining unit with ten years of service is: PATROL OFFICER CORPORAL SERGEANT Salary $26,520 $27,396 $30,564 Longevity Pay 420 420 420 Uniform Allowance 1,340 1,340 1,340 Pay Family Health Insurance 2,460 2,460 2,460 Pension Con- tributions 4,930 5,090 5,670 TOTAL $35,670 $36,706 $40,454 WHEREAS, in addition to the above salary and benefits, each police officer in the bargaining unit with 10 years of service is entitled to: paid leave each year consisting of 18 days vacation, 10 days additional vacation in lieu of holidays, 2 days personal leave, 18 days sick leave with an accrual of 190 days; overtime compensation of one and one -half times regular salary; call back compensation; one -year injury leave with full salary and benefits; and if applicable, 4 days funeral paid leave, paid union business leave, military leave, and educational incentives; and WHEREAS, the budget for the Police Department has increased to $8,468,571 for the year 1987 from $5,177,452 for the year 1977; and WHEREAS, the City Council finds and determines that the salary and other benefits payable to members of the Police Department are fair and reasonable; and WHEREAS, the police officers' union has made a final written proposal to the City requesting additional health insurance premiums plus salary increases ranging from $1656 to $2532 annually; and WHEREAS, the City Council finds that salary increases of the magnitude proposed by the police officers' union are not justified and cannot be granted without either cutbacks in other essential services or a tax increase, or both; and WHEREAS, the 1988 budget for the City of Pueblo will require substantial expenditures in all areas of essential public services, capital expenditures, and economic development; and WHEREAS, the City Council finds that for all of the above reasons, fiscal responsibility requires that the City wage proposal for calendar year 1988 for each member of the bargaining unit represented by the police union be limited to an increase of $540.00 per year; NOW THEREFORE, -2- BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1. The final written proposal of the City of Pueblo to the International Brotherhood of Police Officers Local 537 for calendar year 1988 is: ARTICLE 27. SALARY Employees in the bargaining unit will be paid in accordance with the following monthly salary schedule effective January 1, 1988: Police Sergeant $2,592.00 Identification Sergeant $2,592.00 Corporal: $2,328.00 Police Patrol Officer: Entry $1,669.00 2nd Year $1,923.00 3rd Year $2,055.00 4th Year $2,255.00 All other provisions of the current collective bargaining agreement will remain unchanged during calendar year 1988. fft ty Clerk INTRODUCED April 13, 1987 By MIKE SALARDINO Councilman A _7PP ED: resident of the Council -3-
