A RESOLUTION APPROVING A PROFESSIONAL SERVICES
AGREEMENT BETWEEN PUEBLO, A MUNICIPAL CORPORA-
TION AND KOGOVSEK & ASSOCIATES, INC. AND
AUTHORIZING THE PRESIDENT OF THE CITY COUNCIL
TO EXECUTE SAME
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:

The Professional Services Agreement between Pueblo, a
Municipal Corporation and Kogovsek & Associates, Inc. dated April
13, 1987, a copy of which is attached hereto and incorporated
herein, having been approved as to form by the City Attorney, is
hereby approved and the President of the City Council is author-
ized and directed to execute the Agreement for and on behalf of
the City.

P R O F E S S I O N A L S E R V I C E S A G R E E M E N T
Between Kogovsek & Associates, Inc., hereinafter referred to as Kogovsek,
and the City of Pueblo, Colorado, hereinafter referred to as Pueblo, effective
upon signature of the principal representatives of the organizations.
TERMS OF THE AGREEMENT
For services performed under this Agreement, Pueblo will pay
Kogovsek $1,500 a month flat fee, with - installments due within
20 days of billing by Kogovsek each month.
Pueblo will reimburse Kogovsek for all reasonable expenses incurred
for travel, meals, lodging, and miscellaneous office expenses exclusive
to Pueblo (i.e. Federal Express) by Kogovsek in the course of consulting
activities on behalf of Pueblo. Expenses will be paid within 20 days
of billing by Kogovsek following approval by Pueblo.
The Agreement is in effect for twelve (12) months, cancellable on
sixty (60) days prior written notice by Pueblo or Kogovsek.
As President of Kogovsek & Associates, Ray Kogovsek will serve as
the primary consultant, with the assistance of his associates in
Pueblo, Denver and Washington, D.C.
The full services of Kogovsek will be made available to Pueblo
throughout the term of this Agreement as described below.
Services to be provided to Pueblo by Kogovsek will include, but shall not
be limited to:
Maintain a liaision with the Department of Defense to assure adequate
use of the Pueblo Army Depot property and for other defense - related
facilities in the southeastern Colorado area.
Assist in following through on the funding of the Fountain Creek
Flood Control Project and any related Pueblo activities regarding
its cost - sharing for the project.
Communicate closely with Pueblo regarding any federal government
activities affecting Pueblo, including written communications as well
as presentations to or personal meetings with Pueblo officials and
staff.
Work with any federal agencies having facilities in Pueblo, including
the Federal Aviation Administration, General Services Administration,
Document Distribution Center, etc. to ensure that all potential facility
upgrades are achieved if desirable and continued funding is available
for such facilities; and that these agencies work effectively with
Pueblo to ensure that policies and regulations which may apply do

not detrimentally affect the future of the facility or its
Pueblo employees, or the City of Pueblo in its efforts to
cooperate with federal facilities.
Maintain a close working relationship with members of the
Colorado congressional delegation as well as those members of
Congress and Administration officials who are in positions
of influence on issues of importance to Pueblo.
Performing additional activity relating to the federal government
which Pueblo might deem necessary to assits in any of its efforts
to enhance the community's growth, services, image and progress.
These activities might include, but are not limited to, work with
the Colorado Legislature and executive branch; pursuit of
available funds and programs which impact Pueblo's economic
development or needs such as CDBG, UDAG, FAA and Department of
Transportation; scheduling of personal meetings with Pueblo
representatives and federal officials either in Washington or
in Pueblo, and similar meetings with state officials when deemed
necessary.
