A RESOLUTION ESTABLISHING THE PROCEDURES FOR THE CALCULATION OF FEES
FOR THE ISSUANCE OF CONSTRUCTION PERMITS.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION I. Building Permit Fees
As provided by Sections 304 (a), 304 (d) (2), and 305 (g) of the
Uniform Building Code adopted by Section 4 -2 -1 of the 1971 Code of
Ordinances, as amended, applicants for construction permits shall pay the
following permit, reinspection and investigation fees:
A. Advance Construction Starts:
1. The Building Official may issue a preliminary permit to start
construction prior to the issuance of a Building Permit, or
before the entire plans or specifications for the building
or structure have been submitted or approved, provided that
adequate information and details have been submitted, which
clearly indicate compliance with the pertinent requirements
of the code.
2. No permits shall be issued until approval has been received
from all other City or County departments having a valid
interest in the project.
3. The holder of a permit to start construction prior to the
issuance of a Building Permit may proceed only to the point
of construction for which the permit has been given, and at
his own risk, and without any expressed or implied assurances
that changes will not be required in the final design to
insure Code compliance.
4. Foundation Permit:
The Building Official may issue a foundation permit to start
the construction of the foundation.
5. Wrecking and /or Demolition:
The Building Official may issue a wrecking (demolition)
permit to start the removal of existing construction.
6. The permit fee for permits described in this section shall
be ten (10) percent of the indicated final building permit
fee and shall be credited against payment of the final fee,
except for a basic administrative fee of $10.00 for each
permit.
7. Advance permits for plumbing, mechanical (HVAC), and electrical
work shall be issued under the same guidelines listed above
for building permits.
B. Fees Required:
Any person desiring to do or cause to be done any work for which
a permit is required, shall at the time the permit is issued therefore,
pay a fee in the amount fixed by this resolution.
Where work for which a permit is required is started Prior to obtaining
a permit, the fees shall be doubled, although the extra fee may be waived
at the discretion of the Building Official. The payment of such double
fee shall not relieve any persons from complying fully with the requirements
of the Building Code in the execution of the work nor from any other penalties
prescribed. This double fee shall not apply to any emergency or urgently
necessary work if a permit for such work is subsequently obtained as
Drovided for herein.
C. Plans Inspection Fee:
Plans Inspection fees shall be assessed according to the following
schedule:
1. New one and two family dwellings

Examination of plans by the Regional Building Department is

provided as a service and approval by the Department is not-bg be
construed as relieving the architect, engineer, contractor, or
owner of responsibility from complying with all provisions of
the applicable codes nor as a representation by the Regional
Building Department that such plans comply with such codes.
All fees collected for plans examination shall be credited
to the final cost of the building permit provided that the project
enters the construction phase within one year of preliminary
plan review. If the project is not built, these fees constitute
payment in full for the plan review. Plan examination fees for
plumbing, HVAC, and electrical work shall be assessed on the same
basis as building fees.
D. Building Permit Fees - New Buildings and Additions:
1. Building Permits for new buildings and additions to existing
buildings shall be issued to include only the work shown on
approved plans and specifications.
2. Building permit fees for new buildings and additions to existing
buildings shall be based on the calculated value of the project
less the cost of Mechanical, Electrical and Plumbing work.

A minimum fee of $25.00 is charged for
all
permits. The total fee will be calculated
in accordance with this section but if
the
fee is less that $25.00, the minimum fee will
apply. If a permit is cancelled, fees
will be
refunded except for a service fee of $15.00.

E. Building Permit Fees - alterations and rehabilitation
1. Building permits for alterations of existing, multistoried
buildings shall require a permit for each floor, except that
all floors occupied by a single tenant shall require only a
single permit.
2. Building permits for alterations of existing buildings shall
be issued to include only the work shown on the approved
plans or specifications.
3. Building permit fees for alterations to existinq buildings
shall be calculated as for new structures.
SECTION II. Plumbing Permit Fees
Applicants for permits under the 1979 Edition of the Uniform Plumbing
Code shall pay permit fees as follows:
A. Prestart permits and plans examination fees shall be assessed as
delineated under Section I.
B. For new structures or complete replacement of existing systems:
1. For the issuance of each permit $10.00
2. For each fixture, trap, roof, or floor $5.00

3. For each building sewer or mobile park sewer $0.10 per linear ft.
or for each private sewage system except septic with a minimum of
tanks $10.00
4. For each industrial waste pre- treatment $10.00

Applicants for permits under the 1979 Uniform Mechanical Code shall
pay fees as follows:
A. Fees for pre -start permits and plans examination shall be assessed
as delineated under Section I.
B. A basic fee shall be assessed for each permit as follows:
For the issuance of each permit $10.00
C. In addition, fees shall be assessed for specific
items as follows:
1. For the installation or relocation of each

forced air furnace or gravity type furnace
or burner, including ducts and vents attached
to such aplliances, up to and including
100,000 BTU's.

C. Prefabricated fireplaces, wood or coal burning stoves.
The permit fee applied to the installation of $15.00
non - electric heating devices not interconnected
with a central heating system, such as prefabricated
fireplaces or wood or coal burning stoves. This
permit shall be subject to regular heating inspection
procedures. Installations requiring interconnection
with a central heating system are covered in A and B
above.
SECTION IV. Electrical Permit fees.
Applicants for permits under the 1984 Edition of the National
Electric Code shall pay fees as follows:
A. Fees for pre -start and plan inspection shall be
assessed as delineated in Section I.
B. Residential: (This includes modular and mobile homes,
travel trailers, duplexes, and condominiums). Construction
and remodeling and additions are based on living area.

SECTION V. Fire Protection Systems
A. Fire system permits shall be required as follows:
1. Residential

a, Exemption: Low voltage systems installed in 1, 2, or

b. Only one fire protection system permit shall be
required for each building of 1, 2, or 3 family
dwellings.
2. All other structures.
B. The basic fee shall be $10.00 for all permits
C. Fire alarm permit - fire detection and alarm systems
1. Fire alarm permits shall be required for fire detection
and alarm systems as follows:
a. Fire detection and alarm systems include line voltage
(over 49 volts) and low voltage (49 volts or less).
b. Only a licensed electrical contractor shall be issued
a permit to install a line voltage system.
c. All line voltage connections of a low voltage system
shall be by a licensed electrical contractor and shall
require an electrical permit.
2. Fire alarm permit fees for fire detection and alarm systems
shall be assessed according to the following schedule.
a. Battery powered automatic household fire
warning devices when used in residential
buildings
b. Fire detection systems, other than those
mentioned above, when installed in 2, 3,
or multi - family dwellings
c. Fire detection and alarm systems, in all
other occupancies, including outlets,
alarms, detectors, horns, audible
signalling devices, loudspeakers, manual
fire alarm boxes, or similar devices or
fire detection or alarm systems.

D. Fire Protection permit - automatic fire suppression system
10.
1. Fire protection permits shall be required for automatic fire
suppression systems as follows:
a. Construction of accessory on -site water supply and fire
pump buildings or structures shall require separate
building permits and fees, in addition to the Fire
Protection permit and fee.
b. On site water supply piping shall be included in the
fire protection system permit issued for the building.
c. No permits or fees shall be required for portable fire
protection systems within residential kitchen range
hoods and ducts.
2. Fire protection permit fees for automatic fire suppression
systems shall be assessed according to the following schedule:
a. Standpipe $10.00 each
b. On site water supply piping beyond the $18.00 per building
water meter installation.
c. Installation of fire suppression system $1.00 per sprinkler
or alteration of an existing system head with a maximum
of $750.00
E. Where fire alarm systems are included as part of the normal electrical
contract, fees shall be calculated as part of the basic contract. This
section shall apply only where a separate fire system contractor is
retained for the performance of the work.
SECTION VI. Sign Permits
All applications for sign permits under the Uniform Sign Code as adopted
under the 1971 Code of Ordinances of the City of Pueblo and adopted by the
County, shall pay a minimum fee of $10.00 for each permit. In addition, flat
wall signs shall be assessed a fee of $1.50 per 20 square feet of sign surface
area or fraction thereof and projecting or free standing signs shall be

assessed a fee of $3.00 per 20 square feet of sign surface area or
Portion thereof.
SECTION VII. Wrecking, Moving, Sidewalk Occupance, and Miscellaneous
A. Wreckinq Permits. Each permit for wrecking a structure shall
be assessed a basic fee of $10.00 plus $10.00 per $1,090 of
contract price or fraction thereof.
B. Moving Permits. The fee for moving a structure shall be
assessed a basic fee of $10.00 plus additional fees as follows:
for the first 500 square feet of the structure a fee of $15.00.
For each additional 100 square feet or fraction thereof a
fee of $2.00. Structures less than 8 feet in width and /or
containing less than 1000 cubic feet of space shall not require
a permit.
C. An inspection fee of thirty ($30.00) dollars is required to
inspect a building for the purpose of checking compliance with
or changing the use group of an existing commercial building;
for the inspection of bars, cabarets, motels, or similar
establishments to determine corrections which must be
undertaken as a prerequisite for issuance or renewal of
business, liquor, or similar licenses issued by a governmental
authority; inspection of damaged structures to determine if
occupancy should be prohibited.
D. Regular inspections conducted outside of normal business hours
at the request of the permittee will be charged at the rate of
$25.00 per hour with a minimum charge of two hours.
E. Reinspection: In the event that work covered by any permit or
inspection required by the Building Code is initially installed
with violations of the code thereby requiring one or more

reinspections, the Building Official shall assess a fee for
each reinspection. This reinspection fee shall eaual the
original permit or inspection fee but shall not exceed $25.00
for each reinspection required to achieve code compliance. This
fee shall also be charged if an inspeciton is requested and the
inspector is unable to enter the property to make the inspection.
The Building Official may waive the requirement for a reinspection
fee if he determines that failure to complete or install the
work according to code was caused by circumstances beyond the
control of the contractor or owner.
F. Inspections for which no fee is specifically indicated shall
be assessed at the rate of $25.00 per hour with a minimum
charge of two hours.
G. Fees for prefabricated assemblies shall be assessed the same
fee as for comparable services listed herein.
SECTION VIII. Certificate of Occupancy Fees
A. The final certificate of occupancy is included as part of the
building permit fee.
B. Partial, temporary, or preliminary occupancy fees shall be
assessed an additional fee as follows:
1. Residential - one, two, and three family $10.00 per unit
2. All other buildings, or portions thereof $25.00 per permit
that require a separate permit.
SECTION IX. Building codes applicable to City Buildings.
The building codes shall be applicable to the buildings owned
or occupied by the City of Pueblo, and its departments and divisions.
The City shall comply with the provisions of such codes including

obtaining permits for all work performed and the payment of fees. The
City shall be exempt, however, from the payment of fees during those
years that the City pays to the Pueblo Regional Building Department a
subsidy of 10% or greater of the total approved operating budget of
the Pueblo Regional Building Department. This exemption shall also
apply to those items listed under Section VII C.
SECTION X:
Resolution No. 5081 passed and approved on December 27, 1982 and
Resolution No. 5109 passed and approved on February 28, 1983 are hereby
rescinded.
SECTION XI:
This resolution shall become effective on the first day of the month
following adoption.
