RESOLUTION NO. 5345
A RESOLUTION APPROVING AN APPLICATION TO THE U.S. DEPARTMENT
OF COMMERCE, ECONOMIC DEVELOPMENT ADMINISTRATION FOR TITLE
IX FUNDING IN THE AMOUNT OF $1,053,000 TO DEVELOP THE FIRST
PHASE OF THE NEW 400 -ACRE INDUSTRIAL PARK AT PUEBLO MEMORIAL
AIRPORT, AUTHORIZING THE CITY MANAGER TO EXECUTE AND SUBMIT
SAME AND TO ACCEPT FUNDING ON BEHALF OF THE CITY OF PUEBLO,
IF APPROVED, AND DESIGNATING THE CITY MANAGER AS THE CITY'S
REPRESENTATIVE TO ACT IN CONNECTION WITH THE APPLICATION
WHEREAS, the City of Pueblo has been authorized to submit an
Economic Development Administration (EDA) Title IX - SSED airport industrial
park development application for up to $1,053,000 in Federal funds; now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:
SECTION 1.
The City Manager of the City of Pueblo is hereby authorized to
execute and submit an Economic Development Administration (EDA) Title IX -
SSED Airport Industrial Park Development grant application in the amount of
$1,053,000 to develop the first phase of the new 400 -acre industrial park at
Pueblo Memorial Airport. The City Manager is hereby designated as the City's
representative to act in connection with the application, to provide such
additional information as may be required, and if the application is approved,
to accept on behalf of the City said EDA funding.
SECTION 2.
The City Council does hereby commit to appropriate as and for the
City's share of the required funding in the amount of $351,000, subject,
however, to the approval of said application and funding thereunder.

SUBJECT: EDA Title IX - SSED Implementation Grant

During the negotiations with Sperry Corporation in January, 1984, the
Economic Development Administration was approached regarding their
ability to assist with the overall financial package. With the assistance
of the City's Public Works Department, a "Profile of a Proposed Project"
was prepared and submitted for preliminary EDA review. This review was
positive in Denver and Washington D.C., and on March 3, 1984, the EDA
Regional Director, Bill Roberts, authorized the City's submission of an
application of approximately $1.1 million from EDA's Title IX- Sudden and
Severe Economic Dislocation program.
PROJECT PROPOSAL
The project proposes a $1,404,000 budget to develop Phase One of the 400 -acre
Industrial Park at the west end of Pueblo Memorial Airport. Funds will be
used for road development, sewer line extension,landscaping, street lighting,
and signage. In the Sperry financial package, they have been referred to as
the "Offsite Improvements ". Phase One includes about 150 acres between the
major drainage arroyo and the new intersection created by the traffic circle.
The purpose of the project is twofold. First, Sperry Corporation's site is
immediately north and west of the traffic circle, and the proposed improvements
are needed to open the chosen site for development. Second, the development
will allow many additional industrial sites at the choice location through the
extension of roads and the sewer line. Sperry Corporation's construction in
the Phase One development area is likely to be the impetus needed to see other
growth at the Airport Industrial Park.
BUDGET
The following preliminary budget was developed by PEDCo in conjunction with
the City's Public Works Department.

ACTION REQUESTED
The Pueblo City Council is requested to approve the submission of the
Title. IX -SSED Implementation Grant to EDA and reserve the matching funds.

Enclosed is the preliminary budget information from the pity's Department-
of Public Works. If you need any additional information, feel free to
contact me or Tom Cvar at Public Works.
The estimates include those items which we feel would be required to meet
the initial needs of Sperry Corporation by completing the first phase of
the west side of the Pueblo Memorial Airport Industrial Park. The estimate
includes the following:
• pavement. curb, and gutter to complete the traffic circle
and its access lanes;
• construction of a 48 foot collectot road west from the
traffic circle to the arroyo;
• installation of approximately 6,000 feet of 12 inch sewer
pipes, a lift station, and required manholes;
• landscaping of approximately 16 acres in and adjacent to the
traffic circle;
• street lighting around the circle and along the major collector
road in the industrial park, and directional signage; and
• typical administrative costs.

site, consisting of approximately 26.6 acres, just northwest of the
traffic rotary, and has provided the following cost estimate for off -
site public improvements required for this development.

This total appears in the attached detailed cost breakdown,
in Line 10,1 "Construction and Project Improvement ". -
The addition of professional and administrative fees, and
contingencies, brings the total estimated cost to $1,404,000.
