HomeMy WebLinkAbout5339Y RESOLUTION NO. 5339 A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO, ADOPTING THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FINAL STATEMENT OF OBJECTIVES AND ACTIVITIES FOR 1984 AND AUTHORIZING THE CITY MANAGER TO SUBMIT THE STATEMENT AND OTHER NECESSARY DOCUMENTATION TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO OBTAIN APPROXIMATELY $1,397,000 IN FEDERAL CDBG FUNDS WHEREAS, the City of Pueblo, hereinafter called City, is designated as an entitlement city under the Housing and Community Development Act of 1974, as amended through 1983; and WHEREAS, the City has held a public hearing on January 23, 1984, to obtain the views of citizens on the City's housing and community development needs; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: Section 1. The City Council hereby declares that the City of Pueblo's Community Development Program has been developed so as to give maximum feasible priority to activities which will benefit low and moderate income families and /or aid in the prevention or elimination of slums and blight. Cori-inn 7 The City Council hereby adopts the attached Community Development Block Grant Final Statement of Objectives and Activities for 1984, which attachment is made a part of this Resolution. Section 3. The City Manager is hereby authorized and directed to submit the Final Statement of Objectives and Activities for 1984, together with the other necessary documentation, including the required assurances, to the U.S. Department of Housing and Urban Development for approximately $1,397,000 in Federal Community Development funds and to affix his signature thereto. The City Council of Pueblo, Colorado, proposes the following objectives for use of CDBG funds in 1984: All projects will be designed primarily to help low- and moderate - income persons or neighborhoods; to provide jobs for low- and moderate - income persons; or for clearance of slum and blight. It is anticipated that approximately $1,397,000 in CDBG funds will be received by the City in 1984. Following are the proposed projects: BENEFIT LOW TO MODERATE INCOME PERSONS 1. Storm Sewer on West 12th Street near Graham Avenue extended $ 30,000 X 2. Missing Curb and Gutter near East B and Palm Streets 6,000 X 3. Missing Curb and Gutter near East 7th and Ogden Streets 1,000 X 4. Housing Department operating funds 190,520 X 5. Housing Rehabilitation Loan & Grant Program 100,000 X 6. Sunnyside Acquisition and Relocation, 2738 Palmer 50,000 X 7. Neighborhood Housing Services operating funds, 1615 E. 8th Street 44,000 X 8. Landscaping - Library parking facility, at Abriendo, Lamar & Midway Streets 8,625 X 9. Bessemer Park Renovation, Northern, Orman & Pine Streets 33,287 X 10. Union Avenue Historic District Streetscape Development - Phase II 200,000 11. Historic Pueblo Business Center Association, Inc., operating funds, 319 S. Union Avenue 40,000 X 12. Voluntary Demolition 50,000 13. Pueblo Energy Resource Center, 101 N. Union 7,000 X 14. Floodplain acquisition near 7th Street & 80% or Chester Avenue 165,870 $132,696 15. Contingencies 20,209 TOTAL $1,397,000 In Fiscal Years 1982 and 1983, CDBG funds were utilized for the following projects: Housing, economic development, streets, water and sewer, parks, and clearance or prevention of slum and blight. These activities were in compliance with the Community Development objectives as identified in the final statements prepared for the years mentioned above; they were also in compliance with the national objectives described in the Code of Federal Regulations Book 24, Part 570, Paragraph 303 (e). The City of Pueblo has a Relocation Plan for minimizing displacement of persons as a result of CDBG assisted activities and to assist persons actually displaced by such activities. This plan is available to the public for inspection during office hours Monday through Friday in the Office of Community Development on the second floor of City Hall. Fred E.
