HomeMy WebLinkAbout53291 RESOLUTION NO. 5329 A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO, AUTHORIZING THE PUBLICATION OF THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) DRAFT STATEMENT OF OBJECTIVES AND ACTIVITIES FOR 1984 WHEREAS, the City of Pueblo, hereinafter called City, is designated as an entitlement city under the Housing and Community Development Act of 1974, as amended through 1983; and WHEREAS, the Citizens' Advisory Committee on Community Development has received and reviewed applications for the use of 1984 CDBG funds, and said Committee has made its recommendations to City Council on the projects to be approved; and WHEREAS, the City has held a public hearing on January 23, 1984, to obtain the views of citizens on the City's housing and community development needs; and WHEREAS, the City Council has approved the attached Community Development Block Grant Draft Statement of Objectives and Activities for 1984, which attachment is made a part of this Resolution; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that: SECTION 1. The City Council hereby authorizes the publication of the City's Community Development Block Grant Draft Statement of Objectives and Activities for 1984, which publication will afford affected citizens an opportunity to examine the statement's contents, and to provide comments on the proposed statement and on the City's community development performance. COPY: The City Council of Pueblo, Colorado, proposes the following objectives for use of CDBG funds in 1984: All projects will be designed primarily to help low- and moderate - income persons or neighborhoods; to provide jobs for low- and moderate - income persons; or for clearance of slum and blight. It is anticipated that approximately $1,397,000 in CDBG funds will be received by the City in 1984. Following are the proposed projects: BENEFIT LOW TO MODERATE INCOME PERSONS 1. Storm Sewer on West 12th Street near Graham $ 30,000 X Avenue extended 2. Cleaning and Lining Water Pipes in Minnequa 452,000* X area (Loan from Hotel /Convention Center project monies to be repaid by Board of Water Works in 1984 -1985) 3. Missing Curb and Gutter near East B and Palm 6,000 X Streets 4. Missing Curb and Gutter near East 7th and Ogden 1 X Streets 5. Housing Department operating funds 190,520 X 6. Housing Rehabilitation Loan & Grant Program 201,638 X 7. Housing Rehabilitation Rental Properties 50,000 8. Sunnyside Acquisition and Relocation, 50,000 X 2738 Palmer 9. Neighborhood Housing Services operating funds, 44,000 X 1615 E. 8th Street 10. Columbian Schoolground Improvements, 1202 Bragdon, 35,000 X Landscaping and Playground Equipment 11. Construction of structure for a Community Energy Center TOTAL $200,000 40,000 X 38,000 X 35,000 7,000 X 50,000 X $1,397,000 In Fiscal Years 1982 and 1983, CDBG funds were utilized for the following projects: Housing, economic development, streets, water and sewer, parks, and clearance or prevention of slum and blight. These activities were in compliance with the Community Development objectives as identified in the final statements prepared for the years mentioned above; they were also in compliance with the national objectives described in the Code of Federal Regulations Book 24, Part 570, Paragraph 303 (e). The City of Pueblo.has a Relocation Plan for minimizing displacement of persons as a result of CDBG assisted activities and to assist persons actually displaced by such activities. This plan is available to the public for inspection during office hours Monday through Friday in the Office of Community Development on the second floor of City Hall. The public is invited to submit written comments on the proposed objectives and activities and on the community development performance of the City of Pueblo to the office of the City Manager.
