A RESOLUTION APPROVING PHASE II, PROPOSAL
FOR PROFESSIONAL SERVICES AND ENGAGING
TOUCHE ROSS & CO.
WHEREAS, Phase I of the proposal for Professional
Services dated September 3, 1982, submitted by Touche Ross & Co.
and authorized by Resolution No. 5099 is completed, and,
WHEREAS, Phase II of the Proposal would provide
technical and financial documents and assistance in the negotia-
tions of a street lighting contract which would assure the City
of cost reduction in its annual street lighting bill, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO,
that:
SECT 1.
The cost of Phase II, attached, is hereby approved
and shall not exceed $18,000.00. The funds to pay for such
fees shall be from account 001 - 100 - 101- 0- 30 -20.

PHASE II
DETAILED DEVELOPMENT OF TECHNICAL AND FINANCIAL DOCUMENTATION AND
NEGOTIATION STRATEGIES FOR PUEBLO'S STREET- LIGHTING COST REDUCTION
CASE
Phase II represents a critical step in the City's efforts to
reduce street - lighting costs and improve its control of these
costs in the future. In this phase the compilation of detailed
technical and financial data is performed. Specific information
will be obtained from Southern Colorado Power Company and the
City, analyzed, and compiled in a format stating the City's case
in the most favorable manner. Working closely with the adminis-
tration, we also will develop a strategic plan for the presenta-
tion and arguments to the Public Utilities Commission and
Southern Colorado Power Company. At the end of this phase, another
presentation will be made to city officials.
The end products of Phase II are:
1. Technical and financial documentation which supports
the City's street - lighting cost reduction case.
2. A strategy plan for presenting the City's case and
arguments to the Public Utilities Commission and
Southern Colorado Power Company.
3. A presentation to city officials on the documentation
and strategy plan. This will enable the officials to
approve and /or refine the pending action.
4. Assisting city staff in the negotiation of a street -
lighting contract with Southern Colorado Power Company,
which would assure the City of cost reduction in the
street light billings.
