A RESOLUTION AUTHORIZING AN AGREEMENT BETWEEN
THE CITY OF PUEBLO, A MUNICIPAL CORPORATION,
AND CH2M HILL FOR VALUE ENGINEERING SERVICES
ASSOCIATED WITH THE DESIGN OF THE WASTEWATER
TREATMENT PLANT PHASES OF THE PUEBLO WASTE-
WATER TREATMENT SYSTEM PROJECT.
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO, that:

An agreement between the City of Pueblo and CH2M Hill whereby
CH2M Hill shall provide and perform professional value engineering
services associated with the design of the wastewater treatment
plant phases of the Pueblo wastewater treatment system project
for compensation not to exceed $55,000.00, with such terms as the
City Manager may require and upon approval as to form by the City
Attorney, be and hereby is authorized and approved.
SECTION 2
The City Manager is hereby authorized to execute said agreement
on behalf of the City of Pueblo, a municipal corporation, and the
City Clerk shall affix the seal of the City thereto and attest
the same.

In 1976, the U.S. Environmental Protection Agency (EPA) made manda-
tory a requirement that all Step 2 grant applications for projects having pro-
jected total step 3 grant eligible costs exceeding $10 million or more contain
a Value Engineering commitment. This requirement was an effort to ensure fis-
cal and technical integrity in the EPA construction programs.
As you know, Value Engineering is a proven management technique using
a systematized approach to seek out the best functional balance between cost,
reliability, and performance of a product or project. In this particular pro-
ject, the Design of our new Wastewater Treatment Plant, a team of highly quali-
fied engineers in the fields of sanitary, electrical, structural, mechanical
and construction engineering will gather together for two five -day intensive
work sessions, one at the 20 percent design stage and one at the 50 percent
design stage, to independently scrutinize the design of the plant and explore
ways to improve upon the design, both from functional and cost standpoints.
It is not uncommon for these studies to yield substantial cost savings on large
projects such as ours.
Pursuant to Section 35.926 of Title 40 of the Code of Federal Regu-
lations, the City of Pueblo sent out Requests for Proposals to nine (9) Value
Engineering firms that have either conducted Value Engineering Studies in EPA

Region VIII or had inquired into the possibility of providing the service.
From those nine RFP's, five engineering firms responded. The five submittals
were reviewed for experience in the wastewater field, experience with the par-
ticular process selected for the City of Pueblo, and their professional service
fees.
The field was narrowed down to two firms; Williams & Works of Grand
Rapids, Michigan and CH2M -Hill of Denver. Because Value Engineering can be
viewed as an adversarial role by the design engineer (Sellards & Grigg, Inc.),
we asked Sellards & Grigg to participate in the final selection process.
Wednesday and Thursday of this week, we listened to presentation from both
firms and from those presentations, the credentials and experience of the firms,
and in particular, the vast experience of coupled systems (High Rate Trickling
Filters followed by Activated Sludge) and Sellards & Grigg's feeling of a via-
ble working relationship, we have selected the firm of CH2M -Hill of Denver.
It is our feeling that CH2M -Hill will provide the best services possi-
ble to the City of Pueblo.
Listed below are the five firms that submitted proposals and their
respective professional fees.

Greeley and Hansen 86,000.00
