SUBJECT: AN ORDINANCE APPROVING A T-HANGAR LEASE AGREEMENT
FOR SPACE IN 31501 BRYAN CIRCLE T-HANGAR H AT THE PUEBLO
MEMORIAL AIRPORT BETWEEN THE CITY OF PUEBLO, A
COLORADO MUNICIPAL CORPORATION, AND MICHAEL R. COOK,
AND AUTHORIZING THE MAYOR TO EXECUTE SAME
SUMMARY:
Attached is an Ordinance approving and authorizing the Mayor to sign a T-Hangar
Lease Agreement with Michael R. Cook for space in 31501 Bryan Circle T-Hangar H to
store an aircraft.
PREVIOUS COUNCIL ACTION:
On September 23, 2024, City Council passed an Ordinance to increase rent to $265
per month commencing on January 1, 2025.
BACKGROUND:
The City owns a Hangar located at 31501 Bryan Circle on the Pueblo Memorial Airport
consisting of 9 closed T-Hangars, a storage unit, and three office suites. The T-
Hangars can be leased out on a month-to-month basis to general aviation pilots for the
storage of their personal aircraft.
Michael R. Cook has been a T-Hangar tenant since July 1, 2010, and wishes to remain
in the leasehold. The new T-Hangar Lease Agreement will reflect the change in rent
rate and adopt new lease language.
FINANCIAL IMPLICATIONS:
The hangar will be leased for $265.00 per month for one aircraft. Previously Michael R.
Cook was paying $185.00 per month.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
If this Ordinance is not approved, the tenant will need to vacate the leasehold prior to
January 1, 2025, and the T-Hangar will be vacant.
RECOMMENDATION:
The Department of Aviation recommends approval of this Ordinance.

THE CITY OF PUEBLO, A COLORADO MUNICIPAL
CORPORATION, AND MICHAEL R. COOK, AND AUTHORIZING
THE MAYOR TO EXECUTE SAME
WHEREAS, the City of Pueblo is the owner and operator of the Pueblo Memorial Airport
together with the land on which said Airport is situated; and
WHEREAS, the City of Pueblo owns and manages 31501 Bryan Circle, a building
consisting of nine (9) closed T-Hangars, a storage unit, and three (3) office suites; and
WHEREAS, Michael R. Cook is desirous of leasing space in 31501 Bryan Circle T-
Hangar H; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
A certain T-
made a part hereof by reference, by and between the City of Pueblo, a Colorado Municipal
Corporation, and Michael R. Cook, to lease space in 31501 Bryan Circle T-Hangar H at Pueblo
Memorial Airport, after having been approved as to form by the City Attorney, is hereby
accepted approved.
SECTION 2.
The Mayor is hereby authorized to execute the Lease in the name and on behalf of the
City of Pueblo, where the Mayor may execute the Lease by electronic signature and such
electronic signature shall be attributable to the Mayor and the City of Pueblo.
SECTION 3.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Ordinance to effectuate the policies and procedures described
therein.
SECTION 4.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.
