HomeMy WebLinkAbout10862 City Clerk's Office Item R3 Background Paper for Proposed Ordinance COUNCIL MEETING DATE: December 9, 2024 TO: President Mark Aliff and Members of City Council CC: Mayor Heather Graham VIA: Marisa Stoller, City Clerk FROM: Scott Hobson, Acting Director Planning and Community Development SUBJECT: AN ORDINANCE ESTABLISHING PROJECT NUMBER PL2402, AND AUTHORIZING THE TRANSFER OF $24,000 FROM THE PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT PROFESSIONAL SERVICES ACCOUNT INTO PROJECT PL2402, AND BUDGETING AND APPROPRIATING FUNDS IN THE AMOUNT OF $24,000 RELATING TO THE PUEBLO AFFORDABLE HOUSING PROCEDURE UPDATES PROJECT SUMMARY: This Ordinance establishes the Pueblo Affordable Housing Procedure Project, PL2402, authorizes the transfer of $24,000 from the Planning and Community Development Department Professional Services account, and budgets and appropriates the $24,000 into the Project. PREVIOUS COUNCIL ACTION: None. BACKGROUND: The purpose of this Ordinance is to establish the Pueblo Affordable Housing Procedure Project, PL2402 and transfer of $24,000 from the Planning and Community Development Department Professional Services account that will be the local matching funds for a $96,000 Colorado Department of Local Affairs grant that has been awarded to the City. The approval of the grant agreement and budgeting and appropriating of the grant funds will be included in a separate Ordinance. The Project will implement land use development code amendments that seek to expedite the review and approval of affordable housing projects; enact a process that will streamline affordable housing and improve inter-agency collaboration; purchasing, implementing or upgrading software or IT solutions; advancing planning efforts to identify properties for potential development of future affordable housing; and establishing a process for tracking and documenting of Prop 123-related commitments for fast track compliance of affordable housing project applications and building permits. The City will engage a consultant to work with City staff to develop these processes and procedures. FINANCIAL IMPLICATIONS: The funding sources for the Pueblo Affordable Housing Procedure Project are as follows: Planning & Community Development Professional Services $24,000 This Project will require staff time from the Planning and Finance Departments for grant management and consultant oversight. BOARD/COMMISSION RECOMMENDATION: Not applicable to this Ordinance. STAKEHOLDER PROCESS: It is anticipated that a public engagement process will be completed with affordable housing developers, architects, engineers, and funding entities to provide their feedback and suggestions on ways to develop a fast-track process for reviewing affordable housing development plans, and the issuance of building permits. ALTERNATIVES: If the funding and Grant Agreement are not approved, the Project will not move forward. RECOMMENDATION: Approval of the Ordinance. ATTACHMENTS: 1. Project No. PL2402, Pueblo Affordable Housing Procedure Updates Project, is hereby established. SECTION 2. Funds in the amount of $24,000 are hereby transferred from the Planning and Community Development Department 2024 Professional Services Account and budgeted and appropriated into Project PL2402. SECTION 3. The Mayor is authorized to execute and deliver the Agreement in the name of the City and the City Clerk is directed to affix the seal of the City. SECTION 4. The officers and staff of the City are authorized to perform any and all acts consistent with the intent of the Ordinance to implement the policies and procedures described therein. SECTION 5. This Ordinance shall become effective on the date of final action by the Mayor and City Council.
