A RESOLUTION CONFIRMING THE APPOINTMENT BY THE
MAYOR OF STEVEN 'CHRIS' NOELLER TO THE POSITION OF
DEPUTY MAYOR
WHEREAS, Section 4-5 of the City Charter requires that the Mayor appoint a Deputy
Mayor on an annual basis; and
WHEREAS, Mayor Heather Graham has requested confirmation by the City Council of
her appointment of Police Chief Steven 'Chris' Noeller to the position of Deputy Mayor; and
WHEREAS, Mr. Noeller meets and surpasses the qualifications for appointment as the
Deputy Mayor, based upon his education, training and experience; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The appointment by the Mayor of Steven 'Chris' Noeller as Deputy Mayor shall be and
hereby is confirmed by the City Council.
SECTION 2.
The officers and staff of the City are authorized and directed to perform any and all acts
consistent with this Resolution and the attached agreements which are necessary or
appropriate to implement the appointment described herein.
SECTION 3.
This Resolution shall become effective on the date of final action by the Mayor and City
Council.

OF STEVEN 'CHRIS' NOELLER TO THE POSITION OF DEPUTY
MAYOR
SUMMARY:
The Mayor has appointed Steven 'Chris' Noeller to the position of Deputy Mayor and
requests confirmation of said appointment by the City Council. This appointment is
based on Mr. Noeller's education, training, experience and fitness for the position.
PREVIOUS COUNCIL ACTION:
City Council confirmed the appointment of Police Chief Troy Davenport to the position
of Deputy Mayor on March 11, 2019, City Council confirmed the appointment of Fire
Chief Barbara Huber to the position on April 26, 2021 and December 27, 2022. Most
recently, City Council confirmed the appointment of Police Chief Steven 'Chris' Noeller
to the position of Deputy Mayor on February 12, 2024.
BACKGROUND:
Mayor Heather Graham has appointed Steven 'Chris' Noeller, who currently serves as
Police Chief since August 2021. He has worked for the Pueblo Police Department for
almost 27 years, starting out as a Patrol Officer in 1996. He holds a Master of Arts
Degree - Criminal Justice from Boston University (2017). He served in the United
States Navy Reserves from 1989-2001. Mr. Noeller has extensive leadership skills and
personal investment in the Pueblo community, qualifying him to serve as Deputy Mayor.
FINANCIAL IMPLICATIONS:
Mr. Noeller will continue to serve as Police Chief and will not receive additional
compensation as Deputy Mayor.

ALTERNATIVES:
Failure to confirm the appointment of the Deputy Mayor will result in that position
remaining vacant.
