A RESOLUTION ADOPTING AND APPROVING THE CITY OF
PUEBLO ELECTRIC VEHICLE READINESS PLAN DATED
NOVEMBER 2024
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
City Council hereby approves and adopts the City of Pueblo Electric Vehicle Readiness
Plan, dated November 2024, a true copy of which is attached hereto and made a part hereof by

SECTION 2.
After adoption of this Resolution, copies of the EV Readiness Plan shall be made
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with the
intent of the Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon final approval.

SUBJECT: A RESOLUTION ADOPTING AND APPROVING THE CITY OF PUEBLO
ELECTRIC VEHICLE READINESS PLAN DATED NOVEMBER 2024
SUMMARY:
This Resolution accepts the findings of the City of Pueblo Electric Vehicle Readiness
Plan dated November 2024 and adopts the new City of Pueblo Electric Vehicle
Readiness Plan.
PREVIOUS COUNCIL ACTION:
City Council passed Ordinance No. 10563 on October 10, 2023 which established
Project Account CI2325 - EV Readiness Plan; accepted a grant from the Colorado
Energy Office in the amount of $40,000; transferred the City's required matching funds
of $10,000; and budgeted and appropriated all funds for the purpose of developing an
Electric Vehicle (EV) Readiness Plan for the City.
City Council passed Resolution No. 15558 on March 25, 2024 which awarded a
professional services agreement to Iconergy, Ltd. to facilitate the development of the
EV Readiness Plan.
BACKGROUND:
This report is a direct result of the City's efforts to evaluate the feasibility, challenges,
and opportunities associated with EV adoption, both within the public sector and for
private citizens. It provides a thorough understanding of the current EV landscape
within the City, identifies key barriers to adoption, and recommends actionable
strategies for overcoming those obstacles. The report will provide a solid justification
and framework supporting future City grant applications related to fielding EV charging
infrastructure to meet the needs of the traveling public as well as those of the City
itself.
FINANCIAL IMPLICATIONS:
Adoption of the EV Readiness Plan will not have any direct financial implications for the
City as there are no specific project resources allocated, budgeted, or appropriated
through this action. However, the plan will be used to guide City staff in making
decisions on future infrastructure requirements to support the fielding of EV charging
infrastructure.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Resolution.
STAKEHOLDER PROCESS:
Input on the EV Readiness Plan was collected from the public through an online
community survey as well as two separate workshops involving representatives from a
number of stakeholders including Pueblo County, Black Hills Energy, Pueblo
Community College, Colorado State University Pueblo, Pueblo Regional Building
Department, Pueblo District 60, Pueblo Urban Renewal Authority (PURA), Pueblo Area
Council of Governments (PACOG), Housing Authority of the City of Pueblo, Mothers
Out Front, Renewable Energy Owners Coalition of America (REOCA), Pueblo Active
Community Environments (PACE), Pueblo's Energy Future, Drive Clean Colorado,
National Renewable Energy Lab (NREL), and South Central Council of Governments
(SCCOG).
ALTERNATIVES:
Failure to pass this Resolution will prevent the adoption of the EV Readiness Plan.
RECOMMENDATION:
Approval of the Resolution.
