AND SETTING FORTH $5,943 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 24-061 (WWAN04) FY2024 WASTEWATER SECONDARY CLARIFIER #1 AR PLATE REPLACEMENT AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME. WHEREAS, competitive bids for Project No. 24-061 (WWAN04) FY2024 Wastewater Secondary Clarifier #1 AR Plate Replacement at the James R. DiIorio Water Reclamation Facility have been received and examined; and WHEREAS, the proposal of Industrial Constructors / Managers, Inc. of Pueblo, Colorado was the lowest of those bids determined to be responsive; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that SECTION 1. The Contract for Project No. 24-061 (WWAN04) FY2024 Wastewater Secondary Clarifier #1 AR Plate Replacement at the James R. DiIorio Water Reclamation Facility is hereby awarded to Industrial Constructors / Managers, Inc., in the amount of $59,434. SECTION 2. Funds for Project 24-061 (WWAN04) shall be from the Sewer User Funds. SECTION 3. The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo, A Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and attest the same. SECTION 4. In addition to the amount of the bid set forth, as aforementioned, an additional amount as stipulated in this section is hereby established for contingencies and additional work. SECTION 5. The officers and staff of the City are directed and authorized to perform any and all acts consistent with the intent of this Resolution and the contract to effectuate the transactions described therein. SECTION 6. This Resolution shall become effective immediately upon passage and approval. AND SETTING FORTH $5,943 FOR CONTINGENCIES AND ADDITIONAL WORK FOR PROJECT NO. 24- 061 (WWAN04) FY2024 WASTEWATER SECONDARY CLARIFIER #1 AR PLATE REPLACEMENT AT THE JAMES R. DIIORIO WATER RECLAMATION FACILITY AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE SAME. SUMMARY: This Resolution awards a construction contract to Industrial Constructors/Managers, Inc. for Project No. 24-061 (WWAN04), FY2024 Wastewater Secondary Clarifier #1 AR Plate Replacement at the James R. DiIorio Water Reclamation Facility (WRF). The project will replace the damaged AR plate. PREVIOUS COUNCIL ACTION: None BACKGROUND: The WRF treats all the wastewater for the City of Pueblo, and the Secondary Clarifier is the final step in the separation of the solids from the water. The plate in the secondary clarifier is worn out and is causing issues with the seals. Without this rehabilitation, it puts the facility at risk not to have a backup in case of an outage of another clarifier. To protect the public interest, this secondary clarifier requires rehabilitation. Specifically, this project will consist of removing the old suction manifold and removing the old wear plate from the bottom of the clarifier, installing a new wear plate, grouting the wear plate, installing the suction manifold, and installing new manifold gaskets and seals. FINANCIAL IMPLICATIONS: The cost of the construction project was bid at $59,434 with contingencies of $5,943 Funds are available from the Sewer User Funds and appropriated to Project No. 24-061 (WWAN04). BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: If no rehabilitation is performed on the secondary clarifier, the condition of the secondary clarifier will continue to deteriorate until an emergency repair is required. The Water Reclamation Facility would also risk violating its discharge permit if a secondary clarifier outage were to happen. RECOMMENDATION: Approval of the Resolution.
