AN ORDINANCE APPROVING AND ACCEPTING A GRANT
AGREEMENT FOR THE CITY OF PUEBLO FROM THE STATE
BOARD OF THE GREAT OUTDOORS COLORADO TRUST
FUND, AUTHORIZING THE MAYOR TO EXECUTE THE SAME,
ESTABLISHING PROJECT NO. CI2455, AND BUDGETING AND
APPROPRIATING FUNDS IN THE AMOUNT OF $190,532.00 TO
PROJECT NO. CI2455
WHEREAS, the State Board of the Great Outdoors Colorado Trust Fund has tendered a
grant award in the total amount of $190,532.00 upon conditions recited therein or incorporated
therein by reference; and
WHEREAS, acceptance of the funding for the purposes for which it has been made is in
the best interest of the City and will benefit the health, welfare, and safety of the citizens of the
City; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that:
SECTION 1.
the City of Pueblo, a Colorado Municipal Corporation, and the State Board of the Great
Outdoors Colorado Trust Fund, a copy of which is attached hereto, having been approved as to
form by the City Attorney, is hereby approved.
SECTION 2.
The Mayor is hereby authorized to execute the Agreement in the name and on behalf of
the City of Pueblo, where the Mayor may execute the Agreement by electronic signature and
such electronic signature shall be attributable to the Mayor and the City of Pueblo.
SECTION 3.
Project No. CI2455 GOCO Generation Wild of the Pueblo Region Project is hereby
established.
SECTION 4.
The grant award from the State Board of the Great Outdoors Colorado Trust Fund,
totaling $190,532.00 is hereby approved and accepted in accordance with the Agreement.
SECTION 5.
All funds accepted pursuant to this Ordinance shall be budgeted and appropriated into
Project No. CI2455. Said funds shall only be expended and used for this project.
SECTION 6.
Pursuant to the Agreement, the State Board of the Great Outdoors Colorado Trust Fund,
may unilaterally amend the terms of the Agreement or the amount of grant funds pursuant to an
Option Letter or Grant Funding Change Letter. In the event GOCO increases the grant award
via such a letter, the additional funds may be accepted pursuant to this Ordinance and budgeted
and appropriated into Project No. CI2455, where said funds shall only be expended and used
for this project.
SECTION 7.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Ordinance to implement the policies and procedures described herein.
SECTION 8.
This Ordinance shall become effective on the date of final action by the Mayor and City
Council.

AUTHORIZING THE MAYOR TO EXECUTE THE SAME,

SUMMARY:
This Ordinance approves and accepts a Generation Wild Planning Grant in the amount
of $190,532.00 awarded by the State Board of the Great Outdoors Colorado Trust Fund
for the purpose of identifying access barriers to the outdoors for youth and families in
Pueblo and Pueblo County.
PREVIOUS COUNCIL ACTION:
Not applicable to this Ordinance.
BACKGROUND:
Earlier this year, the City applied for a GOCO Generation Wild Planning Grant jointly
with the Boys & Girls Club of Pueblo County, Pueblo County, Pueblo Zoo, Nature and
Wildlife Discovery Center, and the Colorado Health Foundation (Communities That
Care) to identify access barriers to the outdoors for youth and families in Pueblo and
Pueblo County.
On October 2, 2024, the City was notified that the Great Outdoors Board voted to
award the City of Pueblo the planning grant award of $190,532. If the planning
activities are well identified, another GOCO grant will be requested to cover Capital
funds to enact the Pueblo Generation Wild Plan.
FINANCIAL IMPLICATIONS:
The match for this grant consists of in-kind which consists of Local Government
Oversight of this grant by the Assistant Parks and Recreation Director.
BOARD/COMMISSION RECOMMENDATION:
Not applicable to this Ordinance.
STAKEHOLDER PROCESS:
Not applicable to this Ordinance.
ALTERNATIVES:
Should the Council choose not to approve this grant agreement, the planning for
identifying barriers to outdoor recreation amenities in Pueblo and Pueblo County will not
take place, which will prevent the City from applying for a GOCO Capital Grant to
address those barriers.
RECOMMENDATION:
Approval of the Ordinance.
