IN COLLABORATION WITH THE PUEBLO DEPARTMENT OF PUBLIC HEALTH & ENVIRONMENT TO DETECT HIGH-RISK SUBSTANCES AND SUBSTANCE USE DISORDER TREATMENT CHEMICALS WITHIN THE PUEBLO SEWERSHED AND AUTHORIZING THE MAYOR TO EXECUTE SAME BE IT ORDAINED BY THE CITY COUNCIL OF PUEBLO, that: SECTION 1. The Memorandum of Understanding between the City of Pueblo a Colorado Municipal Corporation, and Biobot Analytics, Inc., in collaboration with the Pueblo Department of Public as to form by the City Attorney, is hereby approved. The Mayor is authorized to execute said Agreement for and on behalf of the City, and the City Clerk is authorized to affix the seal of the City thereto and attest the same. SECTION 2. The officers and staff of the City are authorized to perform any and all acts consistent with this Ordinance and the attached Agreement which are necessary or desirable to implement the transactions described therein. SECTION 3. This Ordinance shall become effective on the date of final action by the Mayor and City Council. IN COLLABORATION WITH THE PUEBLO DEPARTMENT OF PUBLIC HEALTH & ENVIRONMENT TO DETECT HIGH-RISK SUBSTANCES AND SUBSTANCE USE DISORDER TREATMENT CHEMICALS WITHIN THE PUEBLO SEWERSHED AND AUTHORIZING THE MAYOR TO EXECUTE SAME SUMMARY: This Ordinance approves a memorandum of understanding to provide wastewater influent samples to help address the opioid crisis and other substance misuse issues in the Pueblo area by monitoring population consumption levels of substances to provide valuable insights for public health interventions. PREVIOUS COUNCIL ACTION: None BACKGROUND: The wastewater entering the James R. DiIorio Water Reclamation will be analyzed for high-risk substances and substance use disorder treatment chemicals. The data that this sampling provides will be used to inform targeted interventions, resource allocation and evidence-based strategies for prevention and harm reduction. FINANCIAL IMPLICATIONS: All costs will be covered by the contract between Biobot Analytics, Inc. and the Pueblo Health and the Environment. BOARD/COMMISSION RECOMMENDATION: Not applicable STAKEHOLDER PROCESS: None ALTERNATIVES: The no-action alternative would not provide the samples that might help the local health officials make good decisions.
