A RESOLUTION AUTHORIZING PAYMENT OF $1,000,000
FROM PROJECT CI2113 - AMERICAN RESCUE PLAN ACT,
FOR VIDEO SURVEILLANCE IMPROVEMENTS IN PARKS, AS
AUTHORIZED BY SECTION 603 (A) OF THE AMERICAN
RESCUE PLAN ACT AND U.S. TREASURY FINAL RULE 31 CFR

WHEREAS, on March 11, 2021, President Biden signed the U.S. Senate-amended H.R.
1319 (P.L. 117-
WHEREAS, on May 10, 2021, the U.S. Treasury issued the Interim Final Rule to
implement ARPA in Tit
WHEREAS, by Ordinance No. 9931, approved on May 17, 2021, the City Council
established Project No. CI2113 and budgeted and appropriated up to $36.7 million in funds
which were expected to be distributed to the City from ARPA for covered costs and eligible
expenses to be incurred during the period which began on March 3, 2021, until December 31,
2024 (to be expended by December 31, 2026); and
WHEREAS, on January 6, 2022, the U.S. Treasury issued, with an effective date of April
1, 2022, the Final Rule to implement ARPA in Title 31, Part 35 of the CFR; and
WHEREAS, under the Final Rule, recipients may use Coronavirus State and Local
espond to the COVID-19 public health emergency and the
negative economic consequences resulting therefrom; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
Funds in the amount of $1,000,000 are hereby authorized for payment of hardware,
software, and associated contracts and services from Project No. CI2113 American Rescue
Plan Act, for purposes of implementing video surveillance and improving recreational services in
City Park, Mineral Palace Park, Mitchell Park, Ray Aguilera Park, and Lake Minnequa.
SECTION 2.
The officers and staff of the City are authorized to perform any and all acts consistent
with the intent of this Resolution which are necessary or desirable to implement the transactions
described herein.
SECTION 3.
This Resolution shall become effective immediately upon final passage.

SUMMARY:
This Resolution authorizes payment of $1,000,000 in American Rescue Plan Act
warranty, certification training, and technical support services for all components related
to video surveillance and applicable wireless and fiber-optic connectivity in the Parks.
PREVIOUS COUNCIL ACTION:
By Ordinance No. 9931, approved on May 17, 2021, the City Council established
Project No. CI2113 and budgeted and appropriated up to $36.7 million in funds which
were expected to be distributed to the City from ARPA for covered costs and eligible
expenses to be incurred during the period which began on March 3, 2021, until
December 31, 2024 (to be expended by December 31, 2026).
BACKGROUND:
The Parks and Recreation Department would like to improve security measures and
recreational services in City Park, Mineral Palace Park, Ray Aguilera Park, Lake
Minnequa, and Mitchell Park. Video surveillance and wireless network access with
-Time Crime Center (RTCC) is the main
focus of this project. The funds will provide the network infrastructure including
surveillance cameras, wireless access points, data and mounting equipment, hardware
and software licensing, storage, and other miscellaneous items required including
interfacing with the RTCC. Further, Parks and Recreation personnel will be able to
ties.
The costs associated for warranty, training, technical support, services, and software
licensing related to the protection of mission critical public safety applications is an
eligible use of ARPA funds 31 CFR 35.6(b)(3)(ii)(E)(4).
FINANCIAL IMPLICATIONS:
Annual budget appropriations related to video storage and hardware and software
maintenance support will be required. The costs will be determined annually and
managed through the annual budget process beginning in year 3. Original project costs
include 3-years of warranty, storage, and support.

ALTERNATIVES:
City Council could decide not to support or fund this project eliminating the efforts to
enhance park security and improve recreational services and events for our citizens
through the Parks and Recreation Department.
RECOMMENDATION:
Approval of the Resolution.
