DR./ELIZABETH STREET FROM GREENWOOD STREET TO 2ND
STREET FOR THE ANNUAL HOLIDAY LIGHTING EXTRAVAGANZA
SUMMARY:
Attached is a draft Revocable Permit (REV-24-31) submitted by HARP Authority.
PREVIOUS COUNCIL ACTION:
None.
BACKGROUND:
The HARP Authority has submitted a Revocable Permit (REV-24-31) for the use of the
right-of-way at Victoria Street from "D" Street to Grand Avenue, Greenwood Street from
Victoria Avenue to City Center Dr., and City Center Dr./Elizabeth Street from
Greenwood Street to 2nd Street on November 29, 2024, between 12:00 p.m. and 10:00
p.m., for the annual Holiday Lighting Extravaganza.
FINANCIAL IMPLICATIONS:
None.
BOARD/COMMISSION RECOMMENDATION:
The Revocable Permit Review Committee recommends approval.
STAKEHOLDER PROCESS:
None.
ALTERNATIVES:
Failure to approve this Resolution will prevent the applicant from utilizing the right-of-
way to host its event.
RECOMMENDATION:
Approval of the Resolution.

BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
The attached Revocable Permit (REV-24-31) is authorized to be issued to HARP
Authority, 125 Riverwalk Place, for the use of the right-of-way at Victoria Street from "D" Street to
Grand Avenue, Greenwood Street from Victoria Avenue to City Center Dr., and City Center
Dr./Elizabeth Street from Greenwood Street to 2nd Street for the annual Holiday Lighting
Extravaganza.
SECTION 2.
The use of the public right-of-way granted hereby is subject to all limitations, terms, and
conditions set forth in the attached Revocable Permit (REV-24-31).
SECTION 3.
The officers of the City are authorized to perform any and all acts consistent with the
intent of this Resolution to implement the policies and procedures described herein.
SECTION 4.
This Resolution shall become effective immediately upon passage and approval.
