SUBJECT: A RESOLUTION AWARDING A CONSTRUCTION CONTRACT IN THE
AMOUNT OF $120,004.00 TO MILLER PIPELINE, LLC, AND SETTING
FORTH $24,000.00 FOR CONTINGENCIES, FOR PROJECT NO. 24-
134 (WW1503) 2024 MANHOLE SELENIUM REDUCTION PROJECT
AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE THE
SAME
SUMMARY:
This Resolution awards a construction contract to Miller Pipeline, LLC for the 2024
Manhole Selenium Reduction Project. The project will place calcium aluminate and
epoxy coating to reduce infiltration from groundwater high in selenium concentration as
per the condition of the Discharger Specific Variance as determined by the Colorado
Water Quality Control Commission.

BACKGROUND:
The 2024 Manhole Selenium Reduction Project is an ongoing project for the City in its
effort to reduce selenium in the effluent discharged from the James R. Dilorio Water
Reclamation Facility to Segment 1a of the Lower Arkansas River in agreement with the
terms of the Discharger Specific Variance approved by the Colorado Department of
Public Health and Environment (CDPHE) and the Environmental Protection Agency
(EPA). Manholes to be rehabilitated in this project flow into sections of the sanitary
main that have been tested during two wet weather periods and testing will continue
after the repairs have been performed to determine the degree in which selenium has
been reduced by eliminating groundwater infiltration into the system. This data will be
reported to EPA and CDPHE.
FINANCIAL IMPLICATIONS:
The cost of the construction project was bid at $120,004.00 with contingencies of
$24,000.00. Funds are available from the Sewer User Funds and have been budgeted
and appropriated to Project No. 24-134 (WW1503).

A RESOLUTION AWARDING A CONSTRUCTION CONTRACT
IN THE AMOUNT OF $120,004.00 TO MILLER PIPELINE, LLC,
AND SETTING FORTH $24,000.00 FOR CONTINGENCIES, FOR
PROJECT NO. 24-134 (WW1503) 2024 MANHOLE SELENIUM
REDUCTION PROJECT AND AUTHORIZING THE
PURCHASING AGENT TO EXECUTE THE SAME
WHEREAS, only one bid for Project No. 24-134 (WW1503), 2024 Manhole Selenium
Reduction Project has been received and examined; and
WHEREAS, the proposal of Miller Pipeline, LLC of Pueblo, Colorado was the lowest of
those bids determined to be responsible, and the Committee of Awards recommends to the City
Council that it authorize Project No. 24-134 (WW1503) to be performed; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, that
SECTION 1.
City Council authorizes Project No. 24-134 (WW1503), 2024 Manhole Selenium
Reduction Project, to be performed, and the contract for said project is hereby awarded to said
bidder in the amount of $120,004.00.
SECTION 2.
Funds for Project No. 24-134 (WW1503) shall be from Sewer User Funds.
SECTION 3.
The Purchasing Agent is hereby authorized to execute said contract on behalf of Pueblo,
a Colorado Municipal Corporation, and the City Clerk shall affix the seal of the City thereto and
attest the same.
SECTION 4.
In addition to the amount of the bid set forth, as aforementioned, an additional amount
as stipulated in this section is hereby established for contingencies and additional work.
SECTION 5.
The officers and staff of the City are directed and authorized to perform any and all acts
consistent with the intent of this Resolution and the contract to implement the transactions
described therein.
SECTION 6.
This Resolution shall become effective immediately upon passage and approval.
