January 10, 1983 Pueblo City Council 1 City Hall Place Pueblo, Colorado 81003 RE: Community Development Funds Gentlemen: It is obvious that City Council does not value the time and effort of a great many people who have been involved in the process of disbursement of Community Development Funds. This year's application has been an exercise in futility for the committee. All of the recommendations of the discretionary funds available were not accepted. These recommendations were to benefit the elderly, the children, the health and safety of the community. Council's priority seems to be in acquiring more real estate. If Council has preconceived notions of where these monies are to be allocated, they should have informed the committee and the citizens of the community. The committee's time would not be wasted, the people who come to the committee would not have high expectations. And last, the City would save a great deal of money by making the whole process shorter. Ver truly yours, Louis A. Spera Chairman, Community Development Block Grant C' I t Z.eA)S 40✓is6 ,(L - C!0MMI 4fzk LAS /as
