RESOLUTION NO. 5085
A RESOLUTION OF THE CITY COUNCIL OF PUEBLO, COLORADO, AUTHORIZING
THE PUBLICATION OF THE CITY'S COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
DRAFT STATEMENT OF OBJECTIVES AND ACTIVITIES FOR 1983
WHEREAS, the City of Pueblo, hereinafter called City, is designated as
an entitlement city under the Housing and Community Development Act of 1980; and
WHEREAS, the Citizens' Advisory Committee on Community Development has
received and reviewed applications for the use of 1983 CDBG funds, and said Com-
mittee has made its recommendations to City Council on the projects to be approved;
and
WHEREAS, the City has held a public hearing on December 27, 1982, to obtain
the views of citizens on the City's housing and community development needs; and
WHEREAS, the City Council has approved the attached Community Development
Block Grant Draft Statement of Objectives and Activities for 1983, which attachment
is made a part of this Resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PUEBLO, COLORADO,
that:

The City Council hereby authorizes the publication of the City's Community Develop-
ment Block Grant Draft Statement of Objectives and Activities for 1983, which pub-
lication will afford affected citizens an opportunity to examine the statement's
contents, and to provide comments on the proposed statement and on the City's
community development performance.

STATEMENT OF OBJECTIVES AND ACTIVITIES FOR 1983.
;OPY: The City Council of Pueblo, Colorado proposes the following objectives for use
of CDBG funds in 1983:
All projects will be designed primarily to help low- and moderate - income persons
or neighborhoods; to provide jobs for low- and moderate - income persons; or
programs which meet other community development needs having a particular urgency
because existing conditions pose a serious and immediate threat to health or
welfare of the community where other financial resources are not available to
meet such needs.
It is anticipated that approximately $1,683,000 in CDBG funds will be received
by the City in 1983.

The public is invited to submit written comments on the proposed objectives
and activities and on the community development performance of the City of Pueblo
to the office of the City Manager. Such comments must be received before
5:00 p.m. on February 11,1983 in order to be considered.

RE: Community Development Funds
Gentlemen:
It is obvious that City Council does not value the time
and effort of a great many people who have been involved
in the process of disbursement of Community Development
Funds.
This year's application has been an exercise in futility
for the committee. All of the recommendations of the
discretionary funds available were not accepted. These
recommendations were to benefit the elderly, the children,
the health and safety of the community.
Council's priority seems to be in acquiring more real estate.
If Council has preconceived notions of where these monies are
to be allocated, they should have informed the committee and
the citizens of the community. The committee's time would
not be wasted, the people who come to the committee would
not have high expectations. And last, the City would save a
great deal of money by making the whole process shorter.
